ԴԱՀԿ նախկին պետ, ԱԺ նախկին պատգամավոր Միհրան Պողոսյանին Հայաստանին չհանձնելը Հայաստանի եւ Ռուսաստանի մեջ շատ լուրջ քաղաքական ճգնաժամի արդյունք է: Այս մասին NEWS.am-ի հետ զրույցում ասաց քաղաքագետ Ստեփան Դանիելյանը:

«Ենթադրություններից մեկն այն է, որ կարող է հենց այդ գործի հետ կապ ունի, թե ինչու Միհրան Պողոսյանին չեն արտահանձնում Հայաստան, որովհետեւ եթե մենք հիշում ենք՝ մեծ գումարների մասին է խոսքը, եւ որոշակի տեղեկություններ կային, որ դա ինչ-որ ձեւ կարող էր կապ ունենալ Ապրիլյան պատերազմի հետ, համենայնդեպս նման չճշտված տեղեկություններ կային: Միգուցե այդտեղ Ռուսաստանը ինչ-որ հետաքրքրություններ ունենա:

Իսկ ավելի գլոբալ առումով՝ սա Հայաստանի եւ Ռուսաստանի միջեւ շատ լուրջ քաղաքական ճգնաժամի հետեւանք է, որովհետեւ կան միջպետական պայմանագրեր, եւ Հայաստանն ու Ռուսաստանը շատ լուրջ միջպետական հարաբերությունների մեջ են գտնվում, եւ եթե Միհրան Պողոսյանին կամ որեւէ մեկին չեն արտահանձնում, դա միջպետական հարաբերությունների լարում է, եւ միջպետական պայմանավորվածություններն արդեն սկսում են չաշխատել:

Սրա ենթադրությունները շատ լուրջ են հայ-ռուսական հարաբերությունների վերաբերյալ եւ բնականաբար պետք է բացատրություններ տրվեն, եթե բացատրություններ չեն տրվում, սա շատ վատ հարաբերությունների նշան է։ Եթե չեն արտահանձնում, ապա դա նշանակում է անվստահություն կա»,- ասաց քաղաքագետը:

Նա նշեց, որ Հայաստանի իշխանությունների վարվելակերպը շատ անկանխատեսելի է, եւ անորոշ են իշխանությունների հետագա քայլերը այս հարցում:

«Երբ որ առաջին դեմքը դատարաններ է շրջափակում, հետո ասում է` դատարաններ վաճառված են, դատարանները արդար չեն, հետո ասում է` էս ինչ մարդուն արտահանձնեք, որ մենք դատենք: Եթե մարդ ասում է, որ ՍԴ-ն «բուդկա» է, նշանակում է, որ ամբողջ պետությունն է «բուդկա»: Այսինքն՝ այս երկիրն ինչ-որ օրենքներով չի ապրում, Սահմանդրությամբ չի ապրում, այսինքն՝ սա անհասկանալի, ոչ պետական մտածողություն ունեցող մարդու արտահայտություններ են, որը պետության ղեկավարն է: Սա նշանակում է, որ պետության իրավական հիմքերը կասկածի տակ է դրել հենց պետության ղեկավարը: Այսինքն՝ նման քաղաքկանաությունը վարող երկրի հետ այլ պետությունները ինչպես պետք է վարվեն, սա ուղղակի դրա արտահայտություններից մեկն է»,- հավելեց նա:

Ավելի վաղ հայտնել էինք, որ ՌԴ գլխավոր դատախազությունից ստացված տեղեկատվության համաձայն, Միհրան Պողոսյանին քրեական հետապնդման ենթարկելու նպատակով հանձնելու մասին ՀՀ գլխավոր դատախազության միջնորդության բավարարումը հնարավոր չի համարվել:
