Ադրբեջանի կառավարության կողմից խորհրդարանի հաստատմանը ներկայացված 2015 թվականի պետական բյուջեի նախագծի եկամտային մասը 19.438 մլրդ մանաթ (մոտ 15,3 մլրդ դոլար) նախատեսելը քննադատությամբ է ընդունվել ոլորտի մասնագետների կողմից:
Ինչպես հաղորդում է «Արմենպրես»-ը, ադրբեջանական Media forum կայքի հետ զրույցում ընդդիմադիր REAL շարժման տնտեսագետ առաջնորդներից Նաթիգ Ջաֆարլին, մեկնաբանելով Ադրբեջանի եկող տարվա պետբյուջեի կառուցվածքը, հայտնել է, որ նավթի արտահանման հաշվին ձեւավորված այդ գումարի 10.388 մլրդ մանաթն ապահովվելու է Պետական նավթային հիմնադրամից տրանսֆերտների հաշվին, ինչը կազմում է բյուջեի եկամուտների 53,4 տոկոսը:
Ջաֆարլիի խոսքով' 2015 թվականի բյուջեի եկամուտների' ուղղակի եւ անուղղակի կերպով նավթից կախվածությունը կազմում է մոտ 15.600 մլրդ մանաթ: «Այսինքն' 9,5 մլն բնակչություն ունեցող երկրի ռեալ հատվածից ստացվող եկամուտն ընդամենը 3.8 մլրդ մանաթ է' մոտ 4.6 մլրդ դոլար: Բնակչությամբ եւ տարածքով Ադրբեջանից երկու անգամ փոքր եւ բնական ռեսուրսներ չունեցող Վրաստանի 2015 թվականի բյուջեն կազմում է 9.4 մլրդ լարի կամ 5.4 մլրդ դոլար, ինչը Ադրբեջանի ռեալ բյուջեից մոտ 1 մլրդ դոլարով ավելի է», -նշել է նա:
Ադրբեջանցի տնտեսագետը հայտնել է, որ իշխանությունների կողմից հայտարարված «բազմավեկտոր մոդել», «ոչ նավթային հատված» հեքիաթներն արդեն ավարտվել են, քանի որ անկում են ապրում եւ շարունակելու են ընկնել նավթի արդյունահանման ծավալներն էլ, գներն էլ:
Նավթի համաշխարհային գները սրընթաց կերպով անկում են: Որոշ հեղինակավոր փորձագետների կարծիքով' առաջիկա վեց ամիսների ընթացքում նավթի մեկ բարելի գինը կարող ընկնել մինչեւ 60 ԱՄՆ դոլար: 2015 թվականի համար Ադրբեջանի պետբյուջեում նավթի գինը հաշվարկված է մեկ բարելի դիմաց 90 ԱՄՆ դոլար: 2014 թվականի բյուջեում այն նշված էր մեկ բարելի դիմաց 100 ԱՄՆ դոլար:
