Կուսակցությունների, առավել ևս՝ իշխող կուսակցության միջոցով կարիերա անողներ բոլոր ժամանակներում են եղել: Եվ, սովորաբար, նրանց համար այնքան էլ կարևոր չէ, թե այդ պահին ով է իշխանության ղեկին: Կարևորն իրենք են ու իրենց հարցերը լուծելու հնարավորություն ձեռք բերելը:

Ուստի, բնական է, որ 2018 թվականի իշխանափոխությունից հինգ պակաս, շատ Հանրապետականներ ու այլ կուսակցությունների ներկայացուցիչներ շտապեցին առոք-փառոք տեղավորվել Քաղաքացիական պայմանագիր կուսակցությունում:

Մինչ նոր իշխանությունները կհասկանան, թե ինչ ժառանգություն են ստացել նախորդներից, Հանրապետականին հեզ ու խոնարհ ծառայածներից շատերը, հատկապես մարզերում, սկսեցին իրենց համար նոր տանիք որոնել: Շատերին, անգամ, հաջողվեց նոր իշխանություններին համոզել, որ այլևս անվերապահ իրենց են ծառայելու: Բայց, իրականում, օգտագործելով նախկինում սերտած դասերը, ամեն ինչի պատրաստ են նոր իշխանություններից հնարավորինս մեծ պատառ փախցնելու և այսպես ասած՝ ջրի երեսին մնալու համար:

Ի դեպ, ներկուսակցական պայքարն ավելի թեժ է մարզերում, որտեղ իշխող կուսակցության տարածքային ստորաբաժանուներում միմյանց դեմ պայքարող խմբեր են ձևավորվել: Ու քանի որ նախկին Հանրապետականները լավ տիրապետում են անփորձների գլխին սարքելու մեթոդներին, ուստի, ամեն ինչ անում են, որպեսզի անփորձ կուսակիցներին հնարավորինս շուտ դուրս մղեն կուսակցությունից:

Սա իրավիճակն ամբողջությամբ իրենց ձեռքը վերցնելու պարզ ու տարածված մեթոդ է, որն այս ընթացքում վարպետորեն կիրառվում է մարզերում: Եվ, բնական է, որ այս ամենի մասին կուսակցության վերևներում շատ բան չգիտեն: Նրանք այլ՝ ավելի կարևոր գործերով են զբաղված:

Կուսակցական վերնախավը շատ անգամ հավատում են իրենց մոտիկներին ու բարեկամներին, ինչպես Հանրապետականների ժամանակ էր, և բավականին խեղաթյուրված ինֆորմացիա են ստանում, որի պատճառով կոնֆլիկտները ոչ միայն չեն լուծվում, այլև տեղերում շարունակում են հասունանալ:

Չբացելով փակագծերն, այս պահին ընդամենը արձանագրենք, որ Քաղաքացիական պայմանագիր կուսակցության մարզային կառույցներում կուսակիցների միջև առկա բախումներն ավելի շատ միջանձնային բնույթ ունեն, իսկ թե ով ինչի համար է այն կազմակերպում, կմանրամանսնենք ավելի ուշ:
