Այն, որ առողջապահության ոլորտը լուրջ հիվանդ է, նորություն չէ: Ու չնայած նախորդ իշխանություններին հաջողվել էր ոլորտը յուրայինների միջև այնպես կիսել, որ բոլորն էլ գոհ մնան իշխանություններից, բայց կյանքը ցույց տվեց, որ քրոնիկ դարձած ներքին հիվանդությունները բուժելու համար ավելի լուրջ՝ վիրահատական միջամտություն է հարկավոր:

Եվ, բնական է, որ իշխանափոխությունից հետո պետք է ոլորտում քրոնիկ դարձած հիվանդությունների դեմ պայքարելու համար հարկավոր էր հեռացնել տարբեր հեմատոմաներն ու գոյացությունները, որոնք թույլ չէին տալիս, որ առողջապահության ոլորտը ժամանակին համընթաց զարգանա:

Կանխատեսելի էր նաև, որ վիրահատությունից հետո հետվիրահատական շրջանը պետք է ցավոտ լիներ շատերի, հատկապես նրանց համար, ովքեր նախորդ իշխանությունների, դրսի, ներսի հովանավորների միջնորդությունների ու քավոր-սանիկական կապերով կարողացել էին իրենց շուրջ ոչ միայն դրական իմիջ ձևավորել, այլև հեռավոր բարեկեցիկ ապագայի համար ևս իրենց համար ճանապարհ հարթել:

Այդ է պատճառոը, որ առողջապահության նախարար Արսեն Թորոսյանի շուրջ ժամանակ առ ժամանակ ինտրիգներ են բեմադրվում, ինչն, ըստ ոլորտի հնաբնակների, ուր որ է կհանգեցնի Թորոսյանի պաշտոնանկությանը: Բայց հանուն արդարության, պետք է արձանագրենք, որ առողջապահության ոլորտը համակարգող Արսեն Թորոսյանի նշանակվելուց հետո տեղի ունեցած փոփոխությունները միանշանակ ծափահարություններով են ընդունվում հասարակության կողմից, քանի որ հույս կա, որ այլևս ոչ մի հիվանդ կամ հիվանդատեր ստիպված չի լինելու կիլոմետրանոց ծախսերի տակ ընկնել, տուն կորցնել, ինչ է, թե բժկությունը դարձել է բիզնես, իսկ մարդիկ ֆուտբոլի գնդակ:

Իսկ բժիշկներին բանակների բաժանելն ու միմյանց դեմ հանելը, դեռևս հին ժամանակներից մնացած տխուր ռազմավարական ավանդույթ է, որը, ցավոք, շարունակվում է մինչ օրս:
