Փոխվարչապետ Մհեր Գրիգորյանը ընդունել է Եվրոպայի վերակառուցման և զարգացման բանկի պատվիրակությանը՝ բանկի առաջին փոխնախագահի գլխավորությամբ: Քննարկվել են երկկողմ գործակցության հարցեր, Հայաստանի զարգացման ծրագրերում բանկի ներգրավվածության, համատեղ նախաձեռնությունների հեռանկարներ: ՎԶԵԲ փոխնախագահը հայտնել է Հայաստանի հետ աշխատանքը շարունակելու պատրաստակամության մասին:

 

ՎԶԵԲ պատվիրակության հանդիպման մասին հաղորդագրության մեջ չկա այն մասին, որ փոխվարչապետն ու բանկի առաջին փոխնախագահը շոշափել են նաև Ամուլսարի թեման: Սակայն մեծ է հավանականությունը, որ այդ թեման կարող էր լինել առանցքայիններից մեկը: Բանն այն է, որ Ամուլսարի հանքի նախագծի մասնակիցներից է նաև ՎԶԵԲ-ը: Ընդ որում, այդ մասնակցությունը դիտարկվում է նաև որպես ծրագրի որակական բարձր ստանդարտների վկայություն՝ հաշվի առնելով այն ստանդարտները, որոնցով գործում է Վերակառուցման և զարգացման եվրոպական բանկն աշխարհում: Այլ կերպ ասած՝ ՎԶԵԲ ներկայությունն այդ ծրագրում դիտարկվում է իբրև բարձր ստանդարտի որոշակի դե ֆակտո երաշխիք:

 

Ըստ ամենայնի, ՎԶԵԲ ղեկավարությանը հետաքրքրում է, թե կառավարությունն ի վերջո որքան է շարունակելու գնալ «ճշմարտության հետևից», ինչպես ասում է վարչապետ Փաշինյանը, և ինչը նա կրկնեց նաև նախօրեին Լոս Անջելեսում հայկական լրատվամիջոցների հետ հարցուպատասխանի ընթացքում: Մեծ հավանականությամբ դա է նաև պատճառը, որ Երևան ժամանած պատվիրակությունը ղեկավարում է բանկի բավականին բարձրաստիճան պաշտոնյա: Թեև փոխվարչապետ Գրիգորյանի հետ նրա հանդիպմանը չի խոսվում Ամուլսարի մասին, և եթե անգամ նաև, այսպես ասած, պաշտոնական հաղորդագրությունից դուրս էլ դրա մասին շատ չի խոսվել, այդուհանդերձ թերևս կասկածից վեր է, որ Հայաստան-ՎԶԵԲ հետագա գործակցության հարցում մեծ դեր է ունենալու Ամուլսարի հարցում կառավարության դիրքորոշումն ու որոշումը:

Վարչապետ Փաշինյանն օրերս Վանաձորում տեղի ունեցած ասուլիսի ընթացքում հայտարարեց, որ բոլոր ներդրողները սպասում են, որովհետև նրանք ուզում են երաշխիք, որ Հայաստանում կա ներդրումները պաշտպանող կառավարություն:

 
Ամուլսարի հարցը առայժմ խոսում է հակառակի մասին, առնվազն քանի դեռ կառավարությունը չի հայտարարել ներկայիս վիճակի, այսպես ասած, իրավական հիմքերի մասին: Մինչդեռ վարչապետը հայտարարում է, որ ներկայումս չկա հանքի շահագործում թույլ չտալու կամ արգելափակելու որևէ իրավական հիմք, իսկ թույլտվությունն էլ եղել է դեռևս նախկին իշխանությունից: Ստացվում է, որ կառավարությունն անհիմն է որակում մի բան, որ արդեն կատարվում է մեկ տարի և ավելի, բայց նաև ոչինչ չի ձեռնարկել անօրինական, անհիմն արգելափակումը կանխելու համար:

Այդ ամենն ավելի է տարօրինակ դարձնում վիճակն ու հարցեր առաջացնում պոտենցիալ ներդրողների մեջ, քան կառաջացներ իրավիճակը, երբ պատասխանատու կերպով խոսվեր այդ կամ այն որոշման մասին: Բանն այն է, որ Հայաստանը գնում է Ամուլսարի հարցում ճշմարտությունը որոնելու հետևից, վարչապետը այդ մասին ազդակը տալիս է միանգամայն հասկանալի: Հասկանալի չէ այն, թե արդյոք ճշմարտությունը մնում է նո՞ւյն տեղում, թե՞ Հայաստանն ու ճշմարտությունը՝ ինչպես տունն ու թզուկը, պտտվելու են միմյանց հետևից:
