Խեղճ ու կրակ, որևէ տրամաբանությունից զուրկ բյուջե եմ համարում 2020 թվականի բյուջեի նախագիծը: Այս մասին Tert.am-ի հետ զրույցում ասաց տնտեսագետ, ԱԺ նախկին պատգամավոր Վարդան Բոստանջյանը` անդրադառնալով 2020 թվականի բյուջեի նախագծին: Նա չհամաձայնեց վարչապետ Նիկոլ Փաշինյանի հայտարարությանը, թե 2020 թվականի բյուջեն հեղափոխական է:

«Այնպիսի տպավորություն է, որր հնարավոր չէ պետությունը չունենա բյուջե և դրա համար ձևավորել են նախագիծ, սակայն տրամաբանություն չեմ տեսնում այդ բյուջեում` ծախսերի արդյունավետության առումով, առաջնահերթության առումով: Պարզապես նետած է ինչ-որ բաներ»,-ասաց նա:

Հիշեցնենք, որ Նիկոլ Փաշինյանը բյուջեի նախագիծը հեղափոխական է, քանի որ ճշգրտորեն արտացոլում է իրենց խոստումը։ «Այո՛, այս բյուջեն հեղափոխական է, որովհետև ճշգրիտ իրագործումն է այն խոստման, որը ոչ  թե նախընտրական, այլ նախահեղափոխական խոստում էր, որը հնչեցրել եմ … 2020 թվականին նախատեսված կապիտալ ծախսերը 2018-ի փաստացի ցուցանիշի նկատմամբ ավել են 135.1%. այլ կերպ, քան հեղափոխական, սա չի կարելի անվանել: Ընդ որում, տեմպի առումով կարևոր է արձանագրել մի բան. մեր միջին վիճակագրական եկամտային աճը նախկինում՝ հեղափոխությունից առաջ 7% է եղել: Մենք այս տեմպը կրկնապատկել ենք: Հիմա մեր միջին վիճակագրական եկամտային աճը կազմում է 14%՝ 7%-ի փոխարեն, բա հեղափոխությունը պոզով պոչո՞վ է լինում»,- ասել էր Նիկոլ Փաշինյանը։Վարդան Բոստանջյանի կարծիքով պատճառը արհեստավարժության բացակայությունն է, իսկ ամենավատը, ըստ նրա, այն է, որ պրոֆեսիոնալ դառնալու ցանկություն էլ չկա: Տնտեսագետը թեև ողջունելի համարեց եկամուտների աճը, սակայն նշեց, որ կցանկանար երկրի անվտանգությունն ավելի բարձր մակարդակի վրա տեսնել, բայց այդ առումով բյուջեն հույսեր չի ներշնչում:

«Պաշտպանության ծախսերը գրեթե փոփոխություն չեն կրել, իսկ դա կարևոր է պատերազմական կամ կիսապատերազմական վիճակում գտնվող երկրի համար»,-ասաց նա:

Ըստ Վարդան Բոստանջյանի` 4,9 տնտեսական աճը Հայաստանի Հանրապետության համար առ ոչինչ է` փոքր շրջանառության պարագայում: Հարցին, թե քաղաքացին ի վերջո այս բյուջեի արդյունքում ինչ կունենա, կյանքի որակը կփոխվի՞», Վարդան Բաստանջյանը պատասխանեց.«Պարզ է, որ քաղաքացին ոչինչ չի ունենա, բայց պաշտոնատար անձինք բարձր աշխատավարձ կունենան և քաղաքացիների արտագաղթելու հակվածությունը կմեծանա»:

Նշենք, որ 2020թ. պետական բյուջեի նախագծով նախատեսվում է 1.6 տրիլիոն (1,697,618,538.8 2.) դրամ եկամուտ, ծախսերը՝ 1.8 տրիլիոն (1,880,186,389.83.), դեեֆիցիտը՝  182 մլրդ դրամ (182,567,851.0):
