Ինքներս եւ վարչապետ Փաշինյանը շատ հստակ խոսել ենք, թե ինչ պրակտիկ նշանակություն ունի Արցախի անմիջական ներգրավումը այս գործընթացում: Այս մասին այսօր` նոյեմբերի 30-ին «Բարի գալուստ Հայաստան» բարեգործական միջոցառման ժամանակ լրագրողների հետ զրույցում հայտարարեց ՀՀ արտաքին գործերի նախարար Զոհրաբ Մնացականյանը՝ անդրադառնալով Արցախի հարցի բանակցային գործընթացին:

«Այս անբնական պայմաններում մենք ստիպված ենք ինչ-որ չափով երկու ուղղություններով բանակցել, եւ ես իմ գործընկերոջ՝ Արցախի ԱԳ նախարար Մասիս Մայիլյանի հետ մշտական կապի մեջ եմ: Արդյունքում բանակցային գործընթացում ենք լինում նաեւ Արցախի հետ, ինչը պրակտիկ առումով ոչ էֆեկտիվ է, եւ Արցախի ներգրավումը ուղղակի պրակտիկ նշանակություն ունի այս գործընթացի համար»,-ասաց նախարարը:

Անդրադառնալով լրագրողի այն դիտարկմանը, թե ՌԴ ԱԳ նախարար Սերգեյ Լավրովը եւս հայտարարել է, որ Արցախի հարցի կարգավորումը պետք է ընդունելի լինի երեք ժողովուրդների համար, Մնացականյանը պատասխանեց.

«Այն, որ Արցախի հարցի լուծումն առանց Արցախի մասնակցության, առանց Արցախի ձայնի անհնար է, իրողություն է, որը ընդունվել է եւ արտահայտվել տարբեր առիթներով, վերջին անգամ նաեւ ՌԴ ԱԳ նախարարի կողմից, բայց նաեւ այնպես չէ, որ ԵԱՀԿ Մինսկի խմբի մյուս համանախագահողների համար նույնչափ ընկալելի չէ: Սա իրողություն է, որից խուսափելն անհնար է»,- ասաց նա:

Անդրադառնալով սահմանային իրավիճակին նախարարն ասաց . «Մեր բանակցության ամբողջության մեջ սա նույնպես սկզբունքային հարցերից մեկն է, բոլոր գործողությունները, որոնք բերելու են էսկալյացիայի ռիսկերի նվազեցման, մեզ համար եղել եւ մնում են գերակայություն, եւ դրանք մեր բանակցային փաթեթի կարեւոր բաղադրիչ մասն են»:
