ՊՆ Գյումրիի ռազմական ոստիկանության բաժանմունքի նախկին պետին մեղադրանք է առաջադրվել

ՀՀ ՔԿ զինվորական քննչական գլխավոր վարչության ՀԿԳ քննության վարչությունում քննվող քրեական գործով ձեռք բերված բավարար ապացույցների համակցությամբ՝ ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով՝ առանձնապես խոշոր չափերով կաշառք ստանալու համար, մեղադրանք է առաջադրվել ՀՀ ՊՆ Գյումրիի ռազմական ոստիկանության բաժանմունքի նախկին պետին:

Մինչդատական վարույթում իրականացված քննչական և այլ դատավարական գործողությունների արդյունքում պարզվել է, որ գնդապետ Մ.Մուրադյանը, հանդիսանալով հետաքննության մարմնի պետ, 2011 թվականի հունիսի 20-ից մինչև 2015 թվականի նոյեմբերի 30-ն ընկած ժամանակահատվածում զբաղեցնելով ՀՀ ՊՆ ռազմական ոստիկանության ներքին քննությունների և անվտանգության բաժնի պետի, իսկ 2015 թվականի նոյեմբերի 30-ից  սկսած՝ ՀՀ ՊՆ Գյումրիի ռազմական ոստիկանության բաժանմունքի պետի պաշտոնը, 2014 թվականի հոկտեմբերին իր ծանոթ, ՌԴ քաղաքացի Է.Մարտիրոսովից տեղեկանալով վերջինիս որդու՝ Վ.Մարտիրոսովի կողմից ՌԴ քրեական օրենսգրքի 229.1-րդ հոդվածի 3-րդ մասով և 228-րդ հոդվածի 2-րդ մասով նախատեսված  հանցագործություններ կատարելու հիմքով ՌԴ իրավապահ մարմինների կողմից միջպետական հետախուզման մեջ գտնվելու և քրեական պատասխանատվությունից ու պատժից խուսափելու նպատակով Հայաստանի Հանրապետություն ժամանելու մասին, նրա օգտին ակնհայտ ապօրինի գործողություններ կատարելու, ինչպես նաև ապօրինի անգործություն ցուցաբերելու նպատակով, պահանջել և ստացել է առանձնապես խոշոր չափերով՝ ընդհանուր 22.149.188  ՀՀ դրամ կաշառք:

Մասնավորապես՝ Մ.Մուրադյանը, հանդիսանալով պաշտոնատար անձ, պարտավոր լինելով հանցագործությունները և դրանք կատարող անձանց բացահայտելու, հանցագործությունը կանխելու և խափանելու նպատակով ձեռնարկել համապատասխան օպերատիվ-հետախուզական և քրեադատավարական միջոցառումներ, Է. Մարտիրոսովի հետ համաձայնություն է ձեռք բերել վերջինիս որդու՝ Վ.Մարտիրոսովի օգտին ակնհայտ ապօրինի գործողություններ կատարելու՝ նրա ՌԴ քաղաքացու անձնագրում ՀՀ-ից ելքի կնիք դնելու, հետագայում նաև ՀՀ քաղաքացու անձնագիր և զինվորական գրքույկ տրամադրելու գործընթացները կաշառքի դիմաց կազմակերպելու վերաբերյալ:

Ապա, 2015 թվականի փետրվարի 11-ից մինչև հոկտեմբերի 1-ն ընկած ժամանակահատվածում, Է.Մարտիրոսովից բանկային փոխանցումների միջոցով մաս-մաս ստացել է առանձնապես խոշոր չափերով՝  ընդհանուր  22.149.188 ՀՀ դրամ կաշառք և շարունակելով իր հանցավոր մտադրությունը՝  չի կատարել իր ծառայողական պարտականությունները, չի ձեռնարկել համապատասխան միջոցառումներ` Վ.Մարտիրոսովի քրեական պատասխանատվության ենթարկվելն ապահովելու համար, ավելին՝ 2014 թվականի հոկտեմբերից մինչև 2016 թվականի հունվարն ընկած ժամանակահատվածում Վ.Մարտիրոսովին պահել է իր առանձնատանը՝ բնակության համար նրան տրամադրելով առանձնատանը կից օժանդակ շինության սենյակներից մեկը:

Մ.Մուրադյանի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը:

Քրեական գործը մեղադրական եզրակացությամբ ուղարկվել է ՀՀ զինվորական կենտրոնական դատախազություն՝ դատարան ուղարկելու միջնորդությամբ:
