Հայաստանի Հանրապետության կրթության, գիտության, մշակույթի և սպորտի նախարարի տեղակալ Արայիկ Խզմալյանը 2019 թ. դեկտեմբերի 8-10-ը մասնակցել է Բրեստ քաղաքում (Բելառուս) կայացած Հումանիտար համագործակցության միջպետական հիմնադրամի (ՀՀՄՀ) և Հումանիտար համագործակցության խորհրդի միացյալ նիստին, ինչպես նաև «Բրեստ-Համագործակցության՝ 2019 թ. մշակութային մայրաքաղաք» միջոցառման փակման արարողությանը: ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարության կողմից Արայիկ Խզմալյանը որպես խորհրդի անդամ է ներկայացվել 2019 թ. հուլիսին:

Ինչպես հայտնեցին ՀՀ ԿԳՄՍ նախարարությունից, նիստի ընթացքում քննարկվել են ՀՀՄՀ 2019 թ. գործու­նեության, 2020 թ. ծրագրային գործունեության պլանները, ՀՀՄՀ գործունեությունը կանոնակարգող իրավական ակտերի, ՀՀՄՀ և ՀՀԽ հաջորդ համատեղ նիստի անցկացման ժամկետ­­ների և վայրի հետ կապված հարցերը, անդրադարձ է կատարվել «ԱՊՀ մշակութային մայրաքաղաք» միջպետական ծրագրին, քննարկվել են կազմակերպական հարցերը:

Մշակութային մայրաքաղաքներ միջպետական ծրագրի փակման շրջանակում տեղի է ունեցել նաև «Համագործակցության դեբյուտներ» միջպետական մրցանակի հանձնման արարողությունը:

Նախարարի տեղակալ Արայիկ Խզմալյանը վերադառնում է ջութակահար Դիանա Ադամյանին շնորհված մրցանակով:

«ԱՊՀ մշակութային մայրաքաղաք» միջպետական ծրագրի փակմանը ներկա էին ՀՀՄՀ անդամ պետությունների բարձրաստիճան պաշտոնյաներ՝ մշակույթի, կրթության բնագավառներից: Ծրագրի ընթացքում տեղի են ունեցել բազմաթիվ հանդիպումներ, որոնց շրջանակում Ա. Խզմալյանը կողմերի հետ քննարկել է ընթացիկ և հետագա համագործակցությունների ծրագրեր,  փոխադարձ հետաքրքրություն ներկայացնող հարցեր:

«ԱՊՀ մշակութային մայրաքաղաքներ» միջպետական ծրագիրը մեկնարկել է 2010 թվականին` ԱՊՀ հումանիտար համագործակցության խորհրդի և ԱՊՀ հումանիտար համա­գործակցության միջպետական հիմնադրամի նախաձեռնությամբ: Ծրագրի կանո­նա­կարգի համաձայն` ըստ ռուսական այբուբենի այբբենական կարգի, ԱՊՀ մշակու­թային մայրաքաղաքները հայտարարվում են ԱՊՀ երկրների կողմից կատարված առաջարկությունների հիման վրա` ըստ հերթականության յուրաքանչյուր պետություն առաջադրում է իր երկրի մայրաքաղաք չհանդիսացող մեկական քաղաք:
