Կառավարությունն այսօր՝ դեկտեմբերի 12-ին հրավիրված նիստում որոշեց հավանություն տալ Վերին Լարսում մաքսային կցորդ ունենալու մասին որոշման նախագծին։ Որոշման նախագիծը ներկայացրեց ՊԵԿ նախագահ Դավիթ Անանյանը։

«Իրավական ակտի ընդունումը պայմանավորված է Հայաստանի Հանրապետության մաքսային ոլորտին առնչվող շահերը Ռուսաստանի Դաշնությունում ներկայացնելու, Հայաստանի Հանրապետության եւ Ռուսաստանի Դաշնության միջեւ մաքսային ոլորտին առնչվող հարցերում փոխշահավետ եւ ակտիվ համագործակցություն ապահովելու, այդ թվում՝ Դաշնային մաքսային ծառայության Հյուսիս-Կովկասյան մաքսային վարչության Հյուսիս-Օսեթական մաքսատան «Վերին Լարս» միջազգային ավտոմոբիլային անցակետում (այսուհետ՝ Վերին Լարսի անցակետ) մաքսային գործառնությունների իրականացման հետ կապված խնդիրների լուծման ուղղությամբ օպերատիվ քայլեր ձեռնարկելու, Ռուսաստանի դաշնային մաքսային ծառայությունում, այդ թվում՝ Վերին Լարսի անցակետում մաքսային գործընթացների, տեղափոխվող ապրանքների հոսքերի մասին տեղեկություններ հավաքագրելու եւ Հայաստանի Հանրապետության պետական եկամուտների կոմիտեի ղեկավարին դրանք տրամադրելու նպատակներով  Ռուսաստանի Դաշնությունում Հայաստանի Հանրապետության համապատասխան ներկայացուցիչ՝ մաքսային կցորդ ունենալու  անհրաժեշտությամբ:

Հիմք ընդունելով «Դիվանագիտական ծառայության մասին» ՀՀ օրենքի 10-րդ հոդվածի 5-րդ եւ 8-րդ կետերը՝ նախատեսվում է սահմանել, որ Ռուսաստանի Դաշնությունում Հայաստանի Հանրապետության դեսպանությանը կից գործելու է Հայաստանի Հանրապետության մեկ մաքսային կցորդ՝ Ռուսաստանի Դաշնությունում Հայաստանի Հանրապետության դիվանագիտական ծառայության մարմնի խորհրդականի կարգավիճակով: Որոշման նախագծով սահմանվում է նաեւ Ռուսաստանի Դաշնությունում Հայաստանի Հանրապետության դեսպանությանը կից մաքսային կցորդի կարգավիճակը եւ գործունեության կարգը:

Մաքսային կցորդը նշանակվում է 3 տարի ժամկետով, կառավարության որոշմամբ։ Մաքսային կցորդը նշանակվում է Հայաստանի Հանրապետության մաքսային ծառայությունում առնվազն մեկ տարի գլխավոր կամ բարձրագույն պաշտոնների խմբի պաշտոններ կամ Հայաստանի Հանրապետության մաքսային համակարգում առնվազն մեկ տարի հայեցողական պաշտոններ զբաղեցնող անձանցից, որն ազատորեն տիրապետում է առնվազն երկու (ներառյալ՝ ռուսերեն) օտար լեզվի: Մաքսային կցորդի նստավայրը տեղակայվում է Դաշնային մաքսային ծառայության Հյուսիս-Կովկասյան մաքսային վարչության Հյուսիս-Օսեթական մաքսատան շենքում՝ քաղաք Վլադիկովկաս, Վերին լարսի մաքսային կետից 20-25 կիլոմետր  է հեռու»,-նշեց Անանյանը:

Էկոնոմիկայի նախարար Տիգրան Խաչատրյանը խնդրեց հնարավորինս սեղմ ժամկետներում նշանակել կցորդին։

ՀՀ վարչապետ Նիկոլ Փաշինյանն արձագանքեց․ «Այս ընթացքում մենք Վերին Լարսում մեծ ճգնաժամեր եւ անհաղթահարելի իրավիճակներ չենք ունեցել։ Ռուսաստանի ու Վրաստանի մեր գործընկերների հետ շատ լավ աշխատանքային մթնոլորտ է ու շատ օպերատիվ աշխատում ենք, ուղղակի մաքսային կցորդի կարգավիճակը մեզ կօգնի, որ ՀՀ կառավարության անդամները բոլոր հարցերով չէ, որ զբաղվեն, որովհետեւ շատ կարեւոր հարցերը երբեմն տուժում են դրանից»։

Արտաքին գործերի նախարար Զոհրաբ Մնացականյանն էլ ասաց, որ ԱԳՆ-ն ողջունում է այս որոշումը, ունենք համաձայնություն ռուսական կողմի հետ․ «Վստահ եմ, որ մեր կցորդին ուենալով այնտեղ՝ բազմաթիվ հարցեր կդյուրացնենք, շատ ողջունելի է, որ այս հարցին լուծում ենք տալիս»։
