Փոխվարչապետ Տիգրան Ավինյանի գլխավորությամբ այսօր՝ դեկտեմբերի 24-ին տեղի է ունեցել Էլեկտրոնային արդարադատության միջգերատեսչական հանձնաժողովի նիստը, հայտնում են Տիգրան Ավինյանի գրասենյակից։

Տիգրան Ավինյանը ներկայացրել է նախորդ նիստի որոշումների արդյունքում կատարված աշխատանքները: Մասնավորապես, անցած անգամ քննարկված «Էլեկտրոնային քրեական գործ» համակարգի ներդրման ծրագիրը փաստացի մեկնարկել է և նորաստեղծ աշխատանքային խումբը մինչև մարտ ամսվա վերջ կպատրաստի դրա մանրամասն նկարագիրը։ Որոշվել էր նաև հավաքագրել էլեկտրոնային արդարադատության ոլորտում ընթացիկ և պլանավորվող ծրագրերը՝ դոնոր հանրության հետ քննարկելու համար, որը նույնպես կատարվել է։

Փոխվարչապետն ընդգծել է, որ դատաիրավական բարեփոխումների համապարփակ ծրագրի շրջանակներում չափազանց կարևոր է էլեկտրոնային արդարադատության միասնական համակարգի մաս հանդիսացող իրավական ակտերի նախագծերի քննարկման, մշակման և ընդունված իրավական ակտերի շտեմարանների արդիականացումը։ Ներկայումս գործող Իրավական տեղեկատվական համակարգը (arlis.am) իրենից ներկայացնում է Հայաստանի Հանրապետության իրավասու մարմինների կողմից ընդունված իրավական ակտերի համապարփակ շտեմարան։ Այս համակարգի հետ զուգահեռ գործում է նաև Իրավական ակտերի նախագծերի հրապարակման е-draft.am միասնական կայքը։ Միաժամանակ, բուն իրավաստեղծ գործունեությունը՝ իրավական ակտերի նախագծերի մշակումը, շրջանառությունը և ընդունումը թվային միջավայրում իրականացված չէ։

Տիգրան Ավինյանը տեղեկացրել է, որ «arlis» և «e-draft» համակարգերի ինտեգրման, ինչպես նաև լրացուցիչ գործառույթների ավելացման միջոցով կստեղծվի որակապես նոր էլեկտրոնային հարթակ, որը կապահովի իրավաստեղծ գործունեության ամբողջական թվայնացումը։ Սա կարևոր է ինչպես իրավաստեղծ գործունեության որակի բարելավման, այս ոլորտում նոր մշակույթի ձևավորման, այնպես էլ երկրում բարենպաստ և կանխատեսելի բիզնես միջավայրի ձևավորման համար։ Նոր Իրավական տեղեկատվական համակարգը պետք է ծառայի ոչ միայն այս ոլորտում գործող պետական մարմիններին և պաշտոնատար անձանց, այլև լինի քաղաքացիակենտրոն և ունենա անհրաժեշտ գործիքակազմ՝ քաղաքացիների և բիզնեսի կարիքները բավարարելու համար։

Հանձնաժողովի նիստի ընթացքում մասնակիցները մանրամասնորեն քննարկել են էլեկտրոնային արդարադատության ոլորտում իրականացվող կամ նախատեսվող ծրագրերը, ինչպես նաև ներկայացվել է զեկույց Իրավական տեղեկատվական համակարգի արդիականացման ծրագրի վերաբերյալ:
