Սույնով որպես ՀՀ քաղաքացի ցանկանում եմ բոլոր պատգամ մարմինների ուշադրությունը հրավիրել ՀՀ վերաքննիչ քաղաքացիական դատարանի նախագահ Արսեն Մկրտչյանի՝ իր պաշտոնի հետ անհամատեղելի իրողությունների վրա: Նախ՝ կասկածելի է Արսեն Մկրտչյանի ուսման և պարտադիր զինվորական ծառայության ժամանակագրական համընկնումը:

Այսպես՝ Արսեն Մկրտչյանը 1991-1996 թթ. սովորել և ավարտել է Երևանի «Գլաձոր» կառավարման համալսարանի միջազգային իրավունք ֆակուլտետը՝ իրավաբան-միջազգայնագետի (անգլերեն լեզվի իմացությամբ) որակավորմամբ: Միևնույն ժամանակ՝ 1993 թվականի հունիս ամսից մինչև 1994 թվականի դեկտեմբեր ամիսը ծառայել է ՀՀ զինված ուժերում 2: Այսինքն ստացվում է, որ Արսեն Մկրտչյանը 1991-1996 թվականներին հասցրել է ծառայել մեկուկես տարի և ստանալ բարձրագույն կրթություն 4 տարվա ծրագրով: Այս մասին բազմիցս խոսվել և բարձրաձայնվել է Արսեն Մկրտչյանի յուրաքանչյուր նոր պաշտոն ստանձնելուց առաջ, սակայն մինչ օրս իրավասու մարմինների կողմից որևէ հստակ քայլեր չեն ձեռնարկվել:

Երկրորդ՝ կասկածելի է Արսեն Մկրտչյանի մեկուկես տարի ծառայելու հանգամանքը: Հայտնի ճշմարտություն է, որ Հայաստանի Հանրապետությունում պարտադիր զինվորական ծառայությունը 2 տարի է:

Երրորդ՝ կասկածելի է ՀՀ վերաքննիչ քաղաքացիական դատարանում Արսեն Մկրտչյանի կողմից տարբեր դատական գործեր քննող դատավորների կազմի մեջ աընդհատ ընդգրկվելն ու դուրս գալը: Մասնավորապես Datalex.am դատական տեղեկատվական համակարգի ուսումնասիրությունից ակնհայտ է դառնում, որ Արսեն Մկրտչյանը հաճախակի ընդգրկվում է իրեն «հետաքրքիր» քաղաքացիական գործեր քննող դատավորների կազմի մեջ, իսկ ոչ «հետաքրքիր» գործերով, դատավոր Արսեն Մկրտչյանը փոխարինվում է մեկ այլ դատավորով:

Կարծում եմ նշված հանգամանքները խորը ուսումնասիրության անհրաժեշտություն ունեն, և ես, որպես ՀՀ քաղաքացի, պարտադիր եմ համարում հանրության իրազեկվածությունը նշված խնդիրների և դրանց բացահայտմանն ուղղված բոլոր քայլերի և արդյունքների մասին:
