Ամեն դեպքում, ցանակալի կլիներ, որ երկրի ճակատագրի համար պատասխանատու պաշտոնատար անձն իր գնահատականների և որակումների մեջ ավելի ազնիվ, պատասխանատու և հավասարակշռված լիներ:Այս մասին իր ֆեյսբուքյանէ ջում գրել է իրավաբան Գոհար Մելոյանը:

«Առանձին և՛ իրավական, և՛ քաղաքական անդրադարձի հարցեր են վարչապետի գրառումներում տրված որակումները, բայց նաև, դրանցից բխում է, որ վարչապետը խախտել է «Հանրային ծառայության մասին» օրենքը համաձայն որի՝ հանրային պաշտոն զբաղեցնող անձինք և հանրային ծառայողները չպետք է ընդունեն նվեր կամ այն հետագայում ընդունելու համաձայնություն տան, եթե ողջամտորեն կարող է ընկալվել, որ այն կապված է պաշտոնեական (ծառայողական) պարտականությունների իրականացման հետ: 

Եթե հանրային պաշտոն զբաղեցնող անձանց և հանրային ծառայողների կողմից ստացված նվերն իր արժեքով գերազանցում է 75 000 ՀՀ դրամը, ապա այն համարվում է պետական կամ համայնքային սեփականություն և հաշվառվում է որպես այդպիսին: Հանրային պաշտոն զբաղեցնող անձինք և հանրային ծառայողները Կառավարության սահմանած կարգով ՊԱՐՏԱՎՈՐ ԵՆ այն հանձնել պետությանը կամ համայնքին:

Ամեն դեպքում, ցանակալի կլիներ, որ երկրի ճակատագրի համար պատասխանատու պաշտոնատար անձն իր գնահատականների և որակումների մեջ ավելի ազնիվ, պատասխանատու և հավասարակշռված լիներ:

Ստորև ներկայացված է բավականին ճոխ նկարագրված «նվերի ընծայման» տեսանյութը, որը, ըստ նկարագրության, երկար դիալոգի արդյունք է եղել:

Ակնհայտ է, որ այդ նկարագրությունն այնքան էլ հավաստի չէ. վայրկյանի ընթացքում պարոն Թովմասյանն իր գրիչը մեկնում է պարոն Փաշինյանին, ում գրիչը ընկել էր հատակին և չէր կարողանում բարձրացնել:

Իհարկե, ցանկացած բարեկիրթ անձնավորություն անգամ մեխանիկորեն այդպես կվարվեր, այլ խնդիր է՝ նմանաբնույթ իրավիճակի մանիպուլյատիվ շահարկումը»,- գրել է նա:
