«Փաստ» օրաթերթը գրում է

Սահմանադրական դատարանի թնջուկը գնալով ավելի է խճճվում. իշխանությունները փորձում են հստակեցում մտցնել խնդրի հետ կապված, սակայն իրականում այդ ամենը հիշեցնում է հավերժական տեղապտույտ: «Փաստ» թերթի հետ զրույցում սահմանադրական իրավունքի մի շարք փորձագետներ տեսակետ են հայտնել, ըստ որի, որքան էլ իշխանությունները Սահմանադրության փոփոխության հարցում ունեն շտապողականություն, այնուամենայնիվ, սահմանադրական փոփոխությունների իրականացման գործընթացը տրամաբանորեն կտևի մոտ մեկ տարի։ 

Ասել է թե, ինչքան էլ փորձեն «ազատագրել» ՍԴ-ն, դրա համար պետք է զգալի ժամանակահատված: Ներկայումս իշխանության ներսում քննարկվում է մի քանի սցենար, այդ թվում՝ սահմանադրական փոփոխություններն առանց հանրաքվեի, «ոտքի վրա» անցկացնելու տարբերակը, որը մասնագետները ինքնին գնահատում են հակասահմանադրական։ 

Ի դեպ, շատ փորձագետներ գտնում են, որ սպասվելիք ԱԺ արտահերթով, առաջարկելով չեղարկել սահմանադրական փոփոխությունների նախագիծը եզրակացության համար ոչ միայն ՍԴ-ին, այլև նախագահին ուղարկելու նորմը, իշխանությունները, փաստորեն, կասկածի տակ են դնում նաև Արմեն Սարգսյանի լեգիտիմության ու վստահելիության հարցը:

 Ի դեպ, կուլիսներում պտտվող լուրերի համաձայն, ինչքան էլ իշխանությունները խոսում են ՍԴ-ի խնդրի մոտակա հանգուցալուծման մասին, իրականում լուծման հստակ ոչ մի տարբերակ չունեն, այլ կերպ ասած՝ կանգնած են իրավական «փակուղու» առջև: Իսկ խնդիրն ավելի է բարդացել միջազգային կառույցների՝ իրար հետևող կոշտ արձագանքներից հետո:
