Հայաստան․ Վերջին չորս տարիներին Ռուսաստանի քաղաքացիություն է ձեռք բերել մոտ 100 000 մարդ

Վերջին տարիներին Հայաստանի արտագաղթած բնակիչների շրջանում հետաքրքիր միտումներ են նշմարվում՝ կապված Ռուսաստանի կողմից քաղաքացիության պարզեցված տրամադրման հետ։ Շատերը մեր երկրում բաց չեն թողել դրանից օգտվելու հնարավորությունը, որպեսզի օրինական կերպով փոխեն բնակավայրը։

Նման որոշման պատճառները հայտնի են բոլորին՝ Ռուսաստանում համեմատաբար ավելի հեշտ է աշխատանքի տեղավորվել, եւ վաստակել ավելի շատ, քան Հայաստանում։ Ասենք, աշխատանք գտնել շինարարությունում։ Շատերն այնտեղ զբաղվում են մանր բիզնեսով, հատկապես առեւտրի մեջ։ Իսկ ավելի տարեց քաղաքացիներին գրավում է ավելի բարձր թոշակը, քան Հայաստանում է։ Կան, իհարկե, նաեւ այլ պատճառներ։

Եթե գումարենք 2016-2019թթ․ Ռուսաստանի քաղաքացիություն ձեռք բերած մեր քաղաքացիների թիվը, ապա կստացվի 98 600։ Այսինքն մոտ 100 000, ինչը կազմում է ընթացիկ տարվա սկզբի դրությամբ մշտական բնակչության 3,3 տոկոսը։

Պաշտոնական տվյալներով՝ 2016-2019թթ․ Հայաստանի մշտական բնակչության թիվը կրճատվել է 39 400-ով կամ 1,3 տոկոսով։ Նույն ժամանակահատվածում բնակչության բնական գումարային աճը կազմել է 43 700 մարդ։ Ինչպես տեսնում ենք, այդ ցուցանիշը նկատելիորեն զիջում է Ռուսաստանի քաղաքացիություն ձեռք բերածների թվաքանակին։ Ընդ որում, բնակչության բնական աճի դինամիկայում նշմարվել է դանդաղելու միտում։ Այսպես, եթե 2016թ․ բնական աճը կազմել է 12 400 մարդ, ապա 2019թ․՝ արդեն 9 900 մարդ։

Նկատենք, որ չորս տարվա ընթացքում Հայաստանի բոլոր մարզերում, առանց բացառության, մշտական բնակչության թիվը կրճատվել է։ Այս առումով առանձնացել են Շիրակի (12 000 մարդով կամ 4,9%-ով նվազում), Լոռու (11 800 մարդով կամ 5,2%-ով նվազում) եւ Արագածոտնի (5 100 մարդով կամ 3,9%-ով նվազում) մարզերը։ Մայրաքաղաքում աճը կազմել է 10 300 մարդ կամ 1 տոկոս։ Այստեղ, ամենայն հավանականությամբ, ազդել է նաեւ բնակչության ներհանրապետական միգրացիան՝ մարզերի բնակչության հոսքը մայրաքաղաք։ Բացի այդ, Երեւանը գրավում է այլ երկրների միգրանտներին։

Իհարկե, Հայաստանի բնակիչների արտագաղթի աշխարհագրությունը միայն Ռուսաստանով չի սահմանափակվում։ Սակայն այժմ դա քաղաքացիների արտահոսքի ամենազանգվածային ուղղությունն է։ Ասենք, մյուս ուղղությունը, որը նույնպես «օրինական հիմքեր» ունի, ԱՄՆ-ի Green Card-ը, բավական զիջում է ռուսականին։ Ինչպես հայտնի է, Ռուսաստանը ոչ բարենպաստ ժողովրդագրական իրավիճակի պատճառով խթանում է ներգաղթը երկիր։ Շատ հնարավոր է, որ սրա հետ կապված, ռուսական քաղաքացիության շնորհման գործընթացը ավելի պարզեցվի։ Կարող են տրամադրվել նաեւ լրացուցիչ արտոնություններ։ Այդ դեպքում ՌԴ քաղաքացիություն ստանալ ցանկացողները կշատանան։

Կվերադառնա՞ն արդյոք մեր արտագաղթածները Ռուսաստանից (կամ այլ երկրներից) իրենց պատմական հայրենիք։ Նրանցից ոմանք, անշուշտ, կարող են վերադառնալ, եթե խնդիրները, որոնց պատճառով նրանք հեռացել են երկրից, լուծվեն։ Հասկանալի է, որ առաջիկայում նման փոփոխություններն անիրականանալի են։
