Վարչապետ Նիկոլ Փաշինյանի մոտ այսօր՝ մարտի 6–ին, տեղի է ունեցել խորհրդակցություն, որի ընթացքում ներկայացվել է Փոքր և միջին ձեռնարկատիրության զարգացման ռազմավարությունը: Այս մասին NEWS.am-ը տեղեկանում է վարչապետի աշխատակազմի լրատվական ծառայությունից։

Վարչապետը նշել է, որ իր գլխավորած կառավարությունն ի սկզբանե ձևակերպել է աղքատության և բարեկեցության հարցերն աշխատանքով լուծելու հայեցակարգը: «Այս հայեցակարգից բխող առաջին միտքն, իհարկե, կապվում է փոքր և միջին ձեռնարկատիրության հետ: Այս ընթացքում ամբողջ աշխարհում փոխվել է փոքր և միջին ձեռնարկատիրության ընկալումը, որովհետև նախկինում ՓՄՁ-ն ընկալվում էր որպես տնտեսության որոշակի օժանդակ դաշտ և համակարգ, բայց մի քանի ճգնաժամերի միջով անցնելով՝ համաշխարհային տնտեսությունը որոշակի վերաձևակերպումներ է արել այն առումով, որ ճգնաժամերը ցույց են տվել՝ ՓՄՁ օբյեկտներն ավելի ճկուն են և տնտեսական կոլապսներին դիմակայունության ավելի բարձր մակարդակ ունեն»,- նշել է վարչապետը:

Նիկոլ Փաշինյանը հավելել է՝ մի շարք եվրոպական երկրներ իր կատարած այցերի ընթացքում ունեցած շփումների ժամանակ արձանագրել է, որ հիմա որոշ զարգացած երկրներ իրականացնում են խոշոր ձեռնարկությունների մասնատման ծրագիր: Վարչապետի խոսքով՝ փորձ է արվում խոշոր կորպորացիաները վերածել մոտավորապես այնպիսի մի բանի, ինչը բարձր տեխնոլոգիական որորտում ընդունված է անվանել էկո համակարգ, այսինքն՝ հնարավորինս մասնատել խոշոր օբյեկտները, հնարավորինս ապահովել նրանց փոխգործելիության մեխանիզմները, գործունեության ճկունությունը, բազմաֆունկցիոնալությունը, որպեսզի ընկերությունները հնարավորինս քիչ կախված լինեն գործունեության նեղ տեսակներից, ճկուն լինեն՝ կողմնորոշվելով շուկայի պահանջներին համապատասխան: «Այս առումով, կարծում եմ, որ ՓՄՁ-ների զարգացման ռազմավարությունը շատ կարևոր նշանակություն ունի ընդհանրապես մեր տնտեսության հետագա զարգացման գործում, նաև տնտեսական հեղափոխության մեր հայեցակարգը կյանքի կոչելու առումով: Այնպես որ, մենք պետք է կարողանանաք աշխատել, որակյալ ռազմավարություն ունենալ և այն նաև որակով կյանքի կոչել»,- ընդգծել է Նիկոլ Փաշինյանը:

Պատասխանատուները զեկուցել են, որ ռազմավարության թիրախներն են՝ ՓՄՁ-ներում արտադրողականության, զբաղվածների աճի ապահովումը, շուկաների ընդլայնումը, բիզնես միջավայրի բարելավման ուղղությամբ հետևողական միջոցառումների իրականացումը՝ պետական աջակցության գործիքակազմերի միջոցով: Ռազմավարությամբ նախատեսվող ծրագրերով ակնկալվում է նաև ՓՄՁ-ների համար ֆինանսական հասանելիության մակարդակի բարձրացում: Իրականացվելու են նաև ՓՄՁ աշխատակիցների համար ֆինանսական գրագիտության բարձրացման և թափանցիկ գործունեության խրախուսմանը, կորպորատիվ մշակույթի կիրառելիության խթանմանը, տեխնոլոգիական լուծումների խրախուսմանն ուղղված միջոցառումներ:

Ռազմավարության նպատակների և նախատեսվող միջոցառումների շուրջ ծավալվել է մտքերի փոխանակություն, որի ընթացքում հնչել են տարբեր դիտարկումներ և առաջարկություններ:

Վարչապետ Փաշինյանը կարևորել է այս և այլ ռազմավարությունների վերաբերյալ հանրային իրազեկվածության ապահովմանն ուղղված արշավների և միջոցառումների պարբերաբար կազմակերպումը: Վարչապետը պատասխանատուներին հանձնարարել է ներկայացված առաջարկությունները հաշվի առնելով՝ լրամշակել վերը նշված ռազմավարությունը և այն ներկայացնել կառավարության հաստատմանը:
