Ամերիկան երեսուն օրով փակում է դռները եվրոպացիների առաջ` Միացյալ Նահանգներում կորոնավիրուսի տարածումը կանխելու համար: Աննախադեպ սահմանափակումն ուժի մեջ կմտնի վաղվանից` ուրբաթ կեսգիշերից. բացառություն կարվի միայն Մեծ Բրիտանիայի քաղաքացիների համար՝ դիմելով ամերիկացիներին, ժամեր առաջ հայտարարել է նախագահ Թրամփը: Դոնալդ Թրամփի ուղերձից ժամեր առաջ էլ Ժնևում Առողջապահության համաշխարհային կազմակերպությունն (ԱՀԿ) էր հայտարարել` անցած տարեվերջին Չինաստանում սկիզբ առած վիրուսն այլևս դարձել է համաշխարհային համաճարակ:
Այս ամենի ֆոնին իմացանք, որ Հայաստանում այլևս չորս վարակակիր կա։ Ուզում եմ հուսալ, որ այս թվով էլ կսահմանափակվենք, բայց չեմ հավատում, որովհետև հենց երեկ Ֆրանսիայից ժամանած հարազատս պատմում էր, որ մեր օդանավակայանում ոչ մի լուրջ ստուգում չի եղել։
Այլ խոսքով՝ վարակի տարածման իրական մասշտաբը հայտնի չէ ու չեմ կարծում՝ խելամիտ է ապրիլի 5-ին հանրաքվեի անցկացումը։
Այսօրվա խորհրդարանն ունի լեգիտիմության մեծ պաշար ու հանգիստ կարող է տուն ուղարկել Հրայր Թովմասյանին ու մյուսներին, այլ խոսքով՝ փոփոխություն կատարել Սահմանադրության 213 հոդվածում, եթե, իհարկե, քաղաքական պատասխանատվության կրող է ու չի ուզում պատասխանատվությունը բարդել ժողովրդի վրա։ Այս դեպքում՝ հանրաքվեն կչեղարկվի, հասարակության առողջությունն ավելի երաշխավորված կլինի, ՍԴ հարցի լուծման պատասխանտուն էլ իշխանությունը կլինի՝ իր ստացած վստահության մանդատը ժողովրդի վրա խուրդելու փոխարեն։
Բայց հանրաքվեն կարող են նաև հետաձգել ու այդ պատուհանն օգտագործել քաղաքական ու հանրային լայն կոնսնեսուս կայացնելու և նոր Սահմանադրություն ընդունելու համար։ Դա ավելի խելամիտ կլինի, մանավանդ, որ Նիկոլ Փաշինյանի երեկ հրապարկած սահմանադրական հանրաքվեի հռչակագիրը ավելի շատ սազում է ոչ թե Սահմանդրության մեկ հոդվածի հատվածական փոփոխությանը, այլ՝ նոր Սահմանադրության ընդունմանը։ Հա, ի դեպ, ցանկության դեպքում՝ մի քանի ամսում կարող ենք ունենալ նոր Սահմանադրության նախագիծ։
Թե չէ՝ հանրային խուճապի պայմաններում Ջերմուկում հանրահավաք անելի մի տեսակ ադեկվատ չի։
