Մարտի 16-ից ուժի մեջ մտած արտակարգ դրության պայմաններում ՀՀ կառավարությունը հայտարարել է պարետատուն ստեղծելու մասին: Այս մասին իր հոդվածում նշել է ՀՅԴ Բյուրոյի տնտեսական հետազոտությունների գրասենյակի պատասխանատու, տնտեսագետ Սուրեն Պարսյանը:

Նա, մասնավորապես, նշել է. «Հայտնի է, որ արտակարգ իրավիճակում առավել սրվում է բնակչության պարենով ապահովման հարցը: Եթե սովորական պայմաններում երկրները կարող են  ներմուծման հաշվին ապահովել բնակչությանը առաջին անհրաժեշտության ապրանքներով, ապա պատերազմի, համաճարակների դեպքում ի հայտ են գալիս բեռների և մարդկանց շարժի սահմանափակումներ: Ներկայումս կորոնավիրուսով պայմանավորված արտակարգ դրության պայմաններում ՀՀ կառավարության օրակարգային հարց պետք է դառնա նաև երկրի պարենային ինքնաբավությունը:

Յուրաքանչյուր երկրի համար ռազմավարական նշանակություն ունի պարենային ինքնաբավությունը, որը ցույց է տալիս երկրի՝ տվյալ ապրանքի նկատմամբ պահանջարկի բավարարման աստիճանը սեփական միջոցների հաշվին:

Թեև ներկայումս ապրանքների արտահանման և ներմուծման սահմանափակումներ չկան, սակայն առաջին անհրաժեշտության ապրանքներ արտադրող երկրները առաջնահերթ պլանավորում են ապահովել իրենց բնակիչներին, և մեծ է հավանականությունը, որ գործեն արտահանման սահմանափակումներ կամ բեռնափոխադրման ժամանակ լուրջ խնդիրներ ի հայտ գան:

Ցավոք, պետք է արձանագրել, որ պարենային անվտանգության հարցը օրակարգային չի եղել թե՛ նախորդ, թե՛ այս իշխանությունների կողմից, այն դեպքում, երբ Հայաստանը ունի երկու փակ սահման և չավարտված պատերազմ: Միացյալ Հայաստանն, ընդգրկելով 42000 քառ.կմ, ունի  չօգտագործված տարածքներ, որոնք կարելի էր շահագործել և որոշ չափով լուծել մեր պարենային ինքնաբավության հարցը. սա մեծ հնարավորություն է, որից չենք օգտվում:

ՀՀ վիճակագրական կոմիտեի տվյալների համաձայն՝ Հայաստանը պարենային ինքնաբավության լուրջ խնդիր ունի հետևյալ ապրանքների մասով՝ ցորեն, տարեկան, եգիպտացորեն, բրինձ, ոսպ, բուսական յուղ, խոզի միս և թռչնի միս: ՀՀ կառավարությունը առաջնահերթ պետք է գնահատի այս ապրանքների առկա պաշարները և պետական-մասնավոր համագործակցությամբ ապահովի լրացուցիչ ներկրում: Միաժամանակ այս ապրանքների արտադրությունը խրախուսելու նպատակով նոր գյուղատնտեսական ծրագրեր պետք է մշակվեն և կյանքի կոչվեն:
