«Փաստ» օրաթերթը գրում է

Եվ ուրեմն, պարզվեց, որ պատկան մարմինների՝ այս օրերին տեղեկատվական հոսքերի համակարգմամբ զբաղվող պատասխանատուներն էլ չկարողացան բացատրել, թե արտակարգ դրության մասին որոշման տեքստ կազմողներն ինչ են նկատի ունեցել մասնավորաբար «խուճապային իրադրություն ստեղծելու վտանգ պարունակող տեղեկություններ» հասկացության ներքո:

Ստացվում է, որ երեք միլիոն քաղաքացիներից մեկը կարող է զանգել ոստիկանություն ու ասել, թե այսինչ ԶԼՄ-ի մի հոդվածի կամ այսինչ անհատի ֆեյսբուքյան գրառման այսինչ բառը իմ մոտ խուճապ է առաջացրել, ու իրավապահները բանուգործ թողած՝ գնալու են այդ մի քաղաքացու խուճապը վերացնելուն ուղղված գործողություննե՞ր կատարեն: Կամ՝ ընդհանրապես՝ ո՞վ և ի՞նչ չափանիշներով է որոշելու՝ այս կամ այն նյութը, ասենք՝ պատկան մարմինների գործողությունների քննադատությունը «խուճապային իրադրություն ստեղծելու վտանգ պարունակող տեղեկությո՞ւն» է, թե՞ ոչ: 

Սակայն առավել տարօրինակ է, որ հենց պատկան մարմինները հաճախ չեն պահպանում նշյալ որոշման պահանջներն ու հատկապես «միայն պարետատան կողմից տրամադրված տեղեկատվությանը հղում կատարելով» ձևակերպումը, եթե նույնիսկ խոսքը որևէ պաշտոնյանի կամ հենց վարչապետի մասին է: Հա, ինչ վերաբերում է վարչապետին: 

Թվում է՝ առաջին հերթին պաշտոնատար անձինք ու հատկապես վարչապետը պիտի օրինակ լինեն: Սակայն Փաշինյանի՝ խանութներով շրջելն ու առավել ևս մարդկանց հետ լուսանկարվելու խնդրանքը չմերժելը՝ չպահպանելով «սոցիալական հեռավորություն», ինքնին խոսուն է: Էլ չենք խոսում «մեր մեջ ասած» գրառման մասին, որի հետևանքները բավական անկանխատեսելի են:

Այնպես որ, երևի ճիշտ կլինի պատասխանատու լինենք բոլորս: Թե չէ ստացվում է՝ արտակարգ դրությունը վերաբերում է մե՛կ սահմաններին, մե՛կ էլ... ԶԼՄ-ներին:
