Երևանի քաղաքապետ Հայկ Մարությանը վճռական է տրամադրված և պատրաստ է մինչև վերջ պայքարել, որպեսզի մրցույթների ժամանակ այլևս ձևական շահողներ չլինեն: Իսկ թե այդ ճանապարհին տվյալ տարում քաղաքապետարանի նախատեսած ծրագրերի քանի տոկոսը հնարավոր չի լինի իրականացրել, ամենևին էլ կարևոր չէ, քանի որ նոր իշխանությունների՝ իրենց առջև դրված նպատակին հասնելն ավելի առաջնային է, քան կատարողականի տոկոսների մեծությունը:

Եվ բնական է, որ այս մոտեցումից շատերը կարող է դժգոհեն, քանի որ տարիներ շարունակ, հնարավորությոն են ունեցել մայրաքաղաքի բյուջեն ռմբահարել, ֆեյք մրցույթների այլ սխեմաների միջոցով: Շատ դեպքերում հատարարված մրցույթների ժամանակ շահել են յուրայիններ, իսկ թե դրանից հետո ինչպես են համայնքային միջոցները ծախսվել և ինչ ավելացած արդյունք են ձևավորել, որևէ մեկին առանձնապես չի էլ հետաքրքրել:

Եվ հիմա, երբ ամեն առիթ-անառիթ հիմքով փորձ է արվում տպավորություն ստեղծել, թե մայրաքաղաքի նոր իշխանությունները չեն կարողանում իրենց ստանձնած պարտավորություններն իրականացնել, հարց է ծագում, թե ո՞ւմ ջրաղացին են փորձում ջուր լցնել:

Եթե խոսքը քաղաքային բյուջեն արդյունավետ ծախսելուն է վերաբերում, ապա քաղաքային նոր իշխանությունների զգոնությունն ու սրտացավությունը անզեն աչքով է տեսանելի, իսկ քաղաքապետին ինչ-ինչ չկատարված գործերի համար մեղադրելն ավելի շատ հերթական քամու էֆեկտ առաջացնելու համար է արվում: Հակառակ դեպքում ավագանու անդամները ևս պետք է շնորհակալ լինեին, որ քաղաքային իշխանությունները որևէ կամայականություն թույլ չեն տալիս ու ամեն ջանք գործադրում են մայրաքաղաքի բարձիթողի վիճակում հայտնված շատ խնդիրներ պատշաճ լուծվեն:

Իսկ թե դրա արդյունքում նախկին սխեմաներին սովոր ու դրանցից սնվող քանի մարդու դուր չի գա այդ ամենը ո՛չ երևանցուն պետք է հետաքրքրի, ո՛չ էլ քաղաքային նոր իշխանություններին: Կարևորը՝ հայտարարված կոռուպցիայի դեմ անհաշտ պայքարն է, որի արդյունքները եթե անգամ մի քիչ ուշանան էլ, միևնույն է, ավելի մեծ թափով են իրականացվելու և վերջ են դնելու աևելյան շուկայի վերածելու և մայրաքաղաքն ապականելու մարմաջին, իսկ Երևանին վերադարձնելու են իր երբեմնի համբավն ու յուրահատուկ դեմքը:
