«Փաստ» օրաթերթը գրում է

«Ես գնալով ավելի ու ավելի եմ համոզվում, որ անհուսալիորեն հետ եմ մնացել ՀՀ կառավարության և ԱԺ պատգամավորների տրամաբանությունը հասկանալուց»: Նախօրեին ֆեյսբուքյան իր էջում նման միտք է արտահայտել ազգագրագետ Հրանուշ Խառատյանը: Սակայն հարցն այն է, որ տիկին Խառատյանը, մեղմ ասած, բացառություն չէ: Ավելին, ամենևին հետ չի մնացել, քանզի գնալով դժվար է դառնում ոչ թե տրամաբանությունը հասկանալը, այլ տրամաբանություն գտնելը: Չես կարող գտնել կամ հասկանալ մի բան, որը չկա: 

Վկան՝ անձնական տվյալներին միջամտելու հնարավորություն տվող նախագծի քննարկումները Ազգային ժողովում, երբ խորհրդարանական մեծամասնությունը, հաշվի չառնելով ընդդիմության և մասնագիտական շրջանակների (գրեթե առանց բացառության) սուր քննադատությունը, ամեն ինչ արեց անցկացնելու չափազանց խնդրահարույց նախագիծը՝ չունենալով հիմնավորումներ այդ նախաձեռնության ո՛չ արդյունավետության, ո՛չ էլ այլ նպատակներով չօգտագործվելու երաշխիքների առումով:

 Ավելին, առաջինից երկրորդ ընթերցում գրեթե փոփոխություն չկրած նախագիծը նույնիսկ այն քննադատող «իմքայլականների» կողմից մի գիշերվա մեջ հանկարծ դարձավ ընդունելի: 

Սակայն շատ ավելի ցավալի էր լսել հարակից զեկուցող Նազելի Բաղդասարյանին, որը նախագիծը խոցելի համարելով՝ կոչ էր անում ընդունել: Պատգամավորը նաև օգտագործեց լավագույն պաշտպանությունը հարձակումն է գործելաոճը՝ իշխանություններին բնորոշ «մուննաթ» ոճով ընդդիմությանը մեղադրելով առաջարկներ չներկայացնելու մեջ:

Այնինչ, ընդդիմադիրները պարզ հայերենով բացատրել էին, որ նախագծին դեմ են ամբողջությամբ, առանց բացառության, ուստի իմաստ չկա որևէ փոփոխության առաջարկ անել:

Նախագիծը չընդունվեց, ընդդիմությունը բոյկոտեց, իսկ իշխանությունը չկարողացավ անհրաժեշտ քվեներ ապահովել ու... հրավիրեցին երկրորդ արտահերթը: Նույն օրվա մեջ: Առանց ընդդիմության: 

Նույնիսկ չփորձելով օրինականության տարրական կանոները պահել: Թե կառավարությունը երբ հասցրեց նիստ անել ու արտահերթի առաջարկով հանդես գալ, հարցի մյուս կողմն է:

 Սակայն խնդիրը միայն այս նախագիծը չէ: Ընդհանրապես, այս իշխանությունների գործողությունները շատերն են արդեն որակում որպես անլուրջ: Հենց միայն առողջապահության նախարարի ծաղրանքը իր թիմակից պատգամավորի հանդեպ և վերջինիս արձագանքը, թե «առողջապահության նախարարն էլ մի քիչ որ ֆեյսբուքյան չարաճճիությունների փոխարեն գործով զբաղված լիներ, շատ հնարավոր է՝ այսօր մենք չունենայինք այս նախագծերի անհրաժեշտությունը», ինչ ասես արժեն: 

Կամ՝ Կոտայքի մարզպետը Չարենցավանի հետ կապված պարետի որոշում է հրապարակում, հետո ջնջում, թե՝ դա «տեխնիկական սխալի սպրդման արդյունք էր», իսկ պարետատունը հետո հայտարարում է, թե որոշումը չեղյալ է հայտարարվել: Եվ վերջապես, տարօրինակ է, որ վերջին օրերին, անկախ պատճառներից, չեն պահպանվում նոր հիվանդացությունների մասին թվերի հրապարակման ժամկետները, ինչը հազիվ թե իշխանությունների հանդեպ վստահության պաշարն ավելացնի: Մեղմ ասած...
