Մարտի 17-ից ի վեր, դատարանը, որ պետք է քններ Հայաստանի եւ Արցախի նախկին 4 վարչապետերի երաշխավորությամբ նախագահ Քոչարյանին ազատ արձակելու միջնորդությունը, չի քննարկում, որովհետեւ դատավորը չկա։ Այս մասին «5-րդ ալիք» ՀԸ Ագնեսա Խամոյանի հեղինակային «Հարցազրույց» հաղորդաշարի ընթացքում հայտարարել է ՀՀ 2-րդ նախագահի գրասենյակի ղեկավար Վիկտոր Սողոմոնյանը։  Նա հիշեցրել է, որ վերջին օրերին մամուլում շրջանառվեց, որ դատավորը ոչ հրատապ վիրահատության է ենթարկվել, եւ, ըստ նրա, ստացվել է այնպես, որ փաստաբանները դիմել են տարբեր ատյաններ, ասելով, որ եթե դատավորը չի կարող, հրատապ հարց է, մարդու ազատության վերաբերյալ խնդիր է, եւ թող ուրիշ դատավոր քննի միջնորդությունը, պատասխանել են, որ դատավորը գործունակ է։

«Պատկերը հետեւյալն է․ կալանքը ապօրինի է, արհեստական ձգձգվում է դատավարությունը, հիշում եք, որ դեկտեմբերին դատավորը գնաց արձակուրդ, երբ նախագահին անազատության մեջ թողնելով։ Աբսուրդ է, որ գործով 800 վկաների ցուցմունքները, որոնք նախագահին չեն առնչվում, փոխելու ցանկություն կունենա ինչ-որ մեկը, որ նա պետական պահպանության տակ է, նախագահին մշտապես ուղեկցում են ԱԱԾ սպաներ եւ նա չի կարող տեղաշարժվել այնպես, որ ոչ ոք չիմանա, երկրի սահմանները փակ են, հետեւաբար նա չի կարող թաքնվել։ Տեղի են ունենում լկտի խախտումներ, որոնք հարիր չեն ոչ միայն քաղաքական դեմքերին, այլեւ մարդուն ընդհանրապես։ Այս ամենով հատեցինք մի գիծ, որից այն կողմ պետք է ամրագրենք՝ լռությունը համաձայնության նշան է։ Ես հուսով եմ, որ քաղաքական դասի ներկայացուցիչները, իրավապաշտպանները էլ չեն կարող ասել՝  սպասենք,  տեսնենք ինչ է լինում։ Այս դեպքում լռությունը համաձայնության նշան է, այս դեպքում՝ նաեւ մեղսակցության։ Մենք տեսել ենք հեռախոսային արդարադատությունը, թե «կալանքը ուզես-չուզես պետք է տաս»։ Հիմա էլ դատավորին ասել են՝ գնա վիրահատության, ինչ ուզում ես արա, ձգձգիր։ Թե չէ ինչպես եւ ինչի հիման վրա նա պետք է մերժի Վազգեն Մանուկյանի, Խոսրով Հարությունյանի, Կարեն Կարապետյանի, Անուշավան Դանիելյանի երաշխավորությունը։ Մենք տեսնում ենք ՀՀՇ-ի իղձերի իրականացումը։ Նախագահ Ռոբերտ Քոչարյանի՝ քաղաքական բանտարկյալ լինելու փաստի վրա մի մեծ կնիք է դրվում՝ Նիկոլ Փաշինյանի ստորագրությամբ», ասել է Վիկտոր Սողոմոնյանը։
