«Փաստ» օրաթերթը գրում է

Քաղաքական գործիչների սկզբունքայնությունը և սեփական գաղափարներին ու ուղեգծին հավատարիմ մնալը կարևոր քաղաքական արժեք են ստեղծում, որը գնահատվում է հանրության կողմից։

Սակայն դրա հետ մեկտեղ կա քաղաքական գործիչների մի տեսակ, որի հիմնական քաղաքական սկզբունքը սկզբունքայնության բացակայությունն է։ Այդպիսի գործիչները նույն երևույթը տարբեր ժամանակահատվածներում կարող են տարբեր կերպ ներկայացնել՝ կախված նրանից, թե այն ինչքանով է իրենց ձեռնտու։

Օրինակ՝ նման գործելաոճ ունեցող գործիչները մի ժամանակահատվածում կարող են հիմնավորել, թե այդ նույն երևույթը ինչքան բացասական ու անընդունելի է, իսկ մեկ այլ ժամանակահատվածում, երբ իրենք են կրում իշխանության բեռը, փաստարկել, որ այդ երևույթն անհրաժեշտություն է և օրինաչափ բնույթ է կրում։

Սա պոպուլիզմին բնորոշ հատկանիշ է, և կախված, թե իրենց հայտարարություններն ինչքանով են ժողովրդահաճո, պոպուլիստական գործիչներն այդպես էլ ներկայացնում են իրողությունները։ Եվ այս համատեքստում բավական հետաքրքրական է արտաքին պարտքի վերաբերյալ գործող իշխանությունների դիրքորոշումը։

Ինչպես գիտենք, վարչապետ Փաշինյանը, երբ ընդդիմադիր պատգամավոր էր, պարտադիր դեմ էր քվեարկում բոլոր վարկային համաձայնագրերի ընդունմանը՝ նշելով, թե դրանք ավելորդ պարտքային բեռ են ստեղծում Հայաստանի համար և արդյունավետ չեն օգտագործվում։

Սակայն իր իշխանության շրջանում թեև Փաշինյանը շարունակում էր կարևորել արտաքին պարտքի նվազեցման կարևորությունը, սակայն կառավարությունը գնաց դրսից նոր վարկեր ներգրավելու ճանապարհով։

Իսկ ներկայումս, երբ մեր տնտեսությունը գտնվում է ռեցեսիոն փուլում, կառավարությունը ստեղծված իրավիճակի հաղթահարումը տեսնում է նաև արտաքին պարտքի ավելացման ճանապարհով։ Եվ պատահական չէ, որ փոխվարչապետ Մհեր Գրիգորյանը օրերս նշել էր, թե իրենք մտածում են արտաքին պարտքի ավելացման մասին, և դրա ուղղությամբ մի քանի սցենարներ կան։

Բնականաբար, արտաքին պարտքի վերաբերյալ կառավարության մոտեցումը պետք է հանրության շրջանում հարցերի տեղիք տա, ինչպե՞ս է ստացվում, որ Փաշինյանը դեմ էր արտաքին պարտքի ավելացմանը, իսկ հիմա իր գլխավորած կառավարությունը ջանքեր է գործադրում նոր պարտքեր ներգրավելու ուղղությամբ։

Եվ այդ հարցերի շուրջ հանրության մտահոգությունները փարատելու նպատակ էր հետապնդում այն, որ Փաշինյանը իր վերջին ֆեյսբուքյան ուղիղ եթերի ընթացքում, երբ պատասխանում էր օգտատերերի հարցերին, նշեց, թե այն ժամանակ ինքը դեմ էր քվեարկում վարկային համաձայնագրերին, քանի որ այն ժամանակ կոռուպցիա կար, որի դեպքում վարկային միջոցները չեն կարող արդյունավետ օգտագործվել։

Բայց հարցն այն է, որ Փաշինյանի ներկայացրած հիմնավորումը շատ թույլ է, քանի որ իր պաշտոնավարման ընթացքում հանրությունը ականատես է եղել բազմաթիվ կոռուպցիոն գործերի, որոնց մեջ ներգրավված են եղել նաև գործող բարձրաստիճան պաշտոնյաներ։ 

Ու հետո պարզվել է, որ իշխանությունների վարկանիշը վարկաբեկող ու կոռուպցիոն սկանդալների մեջ ներգրավված պաշտոնյաները ամեն ամիս պարգևավճարի տեսքով խրախուսում են ստացել պետական բյուջեից։

Իսկ ամենահետաքրքրականն այն է, որ կոռուպցիոն դրսևորումները հայտնաբերվել են կենսական կարևորության, թերևս, բոլոր ոլորտներում՝ առողջապահություն, կրթություն, քաղաքաշինություն, բնապահպանություն, սոցիալական ապահովություն, տեղական ինքնակառավարման մարմիններ և այլն։ 

Նշանակում է, որ կոռուպցիա կա նաև ներկայումս, և վարկային միջոցները կարող են ոչ արդյունավետ օգտագործվել նաև հիմա։ Սակայն այլ հարց է, թե ինչպես են ցանկանում խնդրին մոտենալ իշխանությունները։
