Ուղերձում ասվում է. «Սիրելի՛ հայրենակիցներ,

Շնորհավորում եմ բոլորիս Աշխատանքի եւ աշխատավորների միջազգային օրվա առթիվ։

Աշխատանքը մեր իրականության մեջ առկա խնդիրների լուծման միակ գործիքն է, եւ մարդկային ու ազգային արժանապատվության տրամաբանությամբ, մեր առաջ ծառացած բոլոր հարցերը պետք է լուծենք մեր աշխատանքով:

Աշխատանքը նաեւ մարդկանց համագործակցության ամենաստեղծարար հարթակն է եւ այդ համագործակցության շնորհիվ է ստեղծվել ժամանակակից քաղաքակրթությունը: Եւ ուրեմն, աշխատանքի կարեւորագույն էությունը ոչ միայն առկա հնարավորություններից օգտվելն է, այլեւ ուրիշների համար հնարավորություն ստեղծելը:

Իմ ցանկությունն է, որ բոլորս հենց այսպես ընկալենք աշխատանքը, որովհետեւ շարունակում եմ համոզված մնալ, որ անհատական ջանքը եւ այդ ջանքի արգասիք աշխատանքն է մեր բոլոր խնդիրների լուծման բանաձեւը: Առանձնապես կարեւոր է աշխատանքի արդյունավետությունը, իսկ դա անհնար է առանց կրթության՝ իմացությունների, հմտությունների, գիտելիքների անընդհատ զարգացման: Կրթությունն էլ իր հերթին աշխատանք է եւ ուրեմն մեր բոլոր հարցերի լուծումը տեսնում եմ կրթություն-աշխատանք-կրթություն բանաձեւով:

Սիրելի՛ ժողովուրդ,

Այս տարի կորոնավիրուսի համաճարակով պայմանավորված շատերն աշխատում են հեռավար, շատերը՝ ավելի ծանրաբեռնված եւ ռիսկային պայմաններում: 

Մեծ գնահատանքի են արժանի առողջապահության, իրավակարգի պահպանության, պետության անվտանգության, սննդամթերքի, բժշկական պարագաների եւ դեղամիջոցների արտադրության եւ ներկրման ոլորտներում աշխատողները, որոնց գործունեության արդյունքում ապահովվում է երկրի կենսագործունեությունը՝ ճգնաժամային պայմաններում: 

Մեծ գնահատանքի են արժանի նաեւ այն բոլոր գործատուները, որոնք ի հեճուկս տնտեսական դժվարությունների՝ շարունակում են պահպանել աշխատատեղերը, չեն գնում կրճատումների ու նաեւ օգտվելով կառավարության հակաճգնաժամային ծրագրերից՝ աշխատանքներ են տանում վնասները նվազագույնի հասցնելու եւ հետագա զարգացման ուղղությամբ:

Հայաստանի կառավարությունը, չնայած պատուհասած ճգնաժամին, շարունակելու է տնտեսության զարգացման իր հետեւողական քաղաքականությունը՝ խրախուսելով աշխատանքն ու աշխատավոր մարդկանց: 

Մեր հակաճգնաժամային ծրագրերն ուղղված են առաջին հերթին այն մարդկանց եւ ընկերություններին, ովքեր աշխատել են Հայաստանի Հանրապետության աշխատանքային, հարկային օրենսդրության ճշգրիտ պահպանմամբ: Սրանով մենք ոչ միայն մեր գնահատանքի տուրքը մատուցեցինք այդպես աշխատող մարդկանց, այլեւ օգտվեցինք այն պատեհությունից, որ գրանցված աշխատողին շատ ավելի  հեշտ է նույնականացնել, հասցեավորել այն պարագայում, երբ նա ճգնաժամի պայմաններում կորցնում է աշխատանքը եւ աջակցության կարիք ունի: Գրանցված աշխատանք ունենալն աշխատանքային իրավունքների պաշտպանության կարեւոր երաշխիք է, եւ բոլոր աշխատողներին կոչ եմ անում գործատուներից պահանջել գրանցել իրենց աշխատատեղերը եւ աջակցել կառավարությանն իրենց իսկ աշխատանքային իրավունքները պաշտպանելու հարցում:

Սիրելի՛ հայրենակիցներ,

Հայ ժողովուրդը հայտնի է որպես աշխատող, ստեղծարար, տաղանդավոր ժողովուրդ: Եւ հայ ժողովուրդն իր աշխատանքով ու ստեղծարար տաղանդով կառուցելու է իր երազած հայրենիքը: Այդ գործընթացը սկսվել է, շարունակվելու եւ հասնելու է հաղթական ավարտի՝ ի հեճուկս ճգնաժամի բերած դժվարությունների:
