«Փաստ» օրաթերթը գրում է

Կորոնավիրուսի համավարակը լուրջ փոփոխություններ է բերել համաշխարհային քաղաքական զարգացումների մեջ։ Վարակի տարածումը, առողջապահական գործոն լինելուց բացի, կարևոր ազդեցություն է թողնում ոչ միայն արտաքին քաղաքականության և աշխարհաքաղաքական շահերի իրացման գործում, այլև ներքաղաքական զարգացումների համատեքստում։

Ներքաղաքական պայքարի տրամաբանության մեջ է տեղավորվում, որ քաղաքական ուժերը փորձելու են իրավիճակն օգտագործել իրենց դիրքերն ամրապնդելու և ավելի շահեկան իրավիճակում հայտնվելու համար։ Եվ այս առումով իրենց պատասխանատվության ամենամեծ բաժինն ունեն իշխանությունները, քանի որ անմիջականորեն նրանց վրա է դրված համավարակի դեմ պայքարը կոորդինացնելու հարցը։

Բազմաթիվ երկրներում առանցքային խնդիր է դարձել այն, թե որքանով է իշխանություններին հաջողվել արդյունավետ հակահամաճարակային քաղաքականություն իրականացնել, քանի որ խոսքը մեծ թվով մարդկանց առողջության և կյանքի մասին է։ Այս հարցում էական նշանակություն է ստանում հենց հանրության դիրքորոշումը։

Այսինքն, ինչպես է հանրությունը գնահատում իշխանությունների կողմից կատարված քայլերի արդյունավետությունը։ Եթե հանրային լայն շրջանակների մոտ առկա է այն մտայնությունը, որ համավարակի դեմ պայքարը արդյունավետ է եղել, ապա այս թեման ընդդիմադիր քաղաքական ուժերը չեն կարող օգտագործել։

Սակայն եթե քաղաքացիների համար տեսանելի է, որ համավարակի դեմ պայքարում էական թերացումներ են եղել, ապա այն կարող է դառնալ ներքաղաքական օրակարգի վրա ազդող որոշիչ գործոն։ Եվ այսպիսի իրադրություն է ներկայումս Հայաստանում, քանի որ իշխանությունների թերացումներն ու բացթողումներն ակնհայտ են, և դրանց մասին շատ է խոսվել։

Իսկ այդ սխալներն առանց հետևանքների չեն կարող մնալ, քանի որ գործ ունենք պետության անվտանգությունը շոշափող հարցի հետ։ Վաղ թե ուշ այդ խնդրով հետաքննություններ են տեղի ունենալու որոշ հանգամանքներ պարզելու և գնահատականներ տալու համար։

Օրինակ՝ Իտալիայի վարչապետ Ջուզեպե Կոնտեին կհարցաքննեն՝ կապված այն հետաքննության հետ, թե ինչպես են իշխանություններն արձագանքել կորոնավիրուսի բռնկմանը իտալական հյուսիսային Բերգամո քաղաքում, որը համաճարակից առավել շատ տուժած շրջաններից է։ 

Չի բացառվում, որ որոշ ժամանակ անց քաղաքական տարբեր շրջանակների պահանջով հետաքննություն իրականացվի նաև մեզ մոտ։ Իսկ թե այս հարցն ինչ դերակատարություն կունենա իշխանությունների հետագա պաշտոնավարման հարցում, կախված է նաև նրանց գործելաոճից և վերաբերմունքից։

Եթե իշխանությունները այս պահին ընդունեն իրենց սխալները և այդ սխալներն ուղղելու շուրջ քայլեր ձեռնարկեն, ապա դրանք գուցե շատ սուր չանդրադառնան նրանց հետագա ճակատագրի հարցում։ Բայց եթե իշխանությունները կտրականապես չընդունեն իրենց թերացումները, ապա հետագայում դրանք կարող են անդառնալի հետևանքներ ունենալ նրանց համար։

Ճիշտ է՝ առողջապահության նախարար Արսեն Թորոսյանը վերջին ուղիղ եթերներից մեկում խոստովանեց, որ իրենց կողմից թերացումներ եղել են, որոշ դեպքերում հապաղել են վճռորոշ քայլեր ձեռնարկել, և այդ հարցում քաղաքացիների ներողամտությունը հայցեց ու խոստացավ շտկումներ կատարել, բայց դա էական նշանակություն չունի, քանի որ իրավիճակի գլխավոր պատասխանատուն՝ վարչապետ Նիկոլ Փաշինյանը, մնում է անդրդվելի։

Վերջինս ոչ միայն չի ընդունում, որ հակահամաճարակային պայքարում իրենք լուրջ թերացումներ են ունեցել, այլ մի բան էլ հոխորտում է ընդդիմադիր քաղաքական ուժերի վրա և իրեն հարիր լեքսիկոնով անվանարկում նրանց՝ մասնավորաբար անվանելով «քաղաքական կորոնավիրուսներ»։

 Իհարկե, չի բացառվում նաև, որ հանրային ճնշման ուժգնացմանը զուգահեռ Փաշինյանը կտրուկ փոխի իր հռետորաբանությունը, սակայն նրա պարագայում դա գրեթե անհավանական է թվում: Բայց դե, ինչպես ասում են, կապրենք, կտեսնենք։
