Հեղափոխական իշխանությունները հրապարակներից խոստացել էին, որ գազի սակագինը իջացնելու են, բայց հազիվ կարողացան 1,5 տարի սպառողների համար պահպանել նույն սակագները։ Այս մասին Tert.am-ի հետ զրույցում հայտարարեց տնտեսագետ, ՀՅԴ էկոնոմիկայի և ֆինանսների հանձնախմբի նախագահ Արմեն Գրիգորյանը՝ անդրադառնալով Հանրային ծառայությունները կարգվորող հանձնաժողովի նիստի որոշմանը, որում նշվում է, որ գազի սակագինը կբարձրանա հուլիսի 19-ից, սակայն ոչ շարքային բնակիչների համար:

Նա ընդգծեց, որ Հայաստանի Հանրապետություն ներմուծվող գազի սակագինը սահմանին 10 տոկոսով բարձրացել է 150 ԱՄՆ դոլարից դառնալով 165 ԱՄՆ դոլար ամեն 1000խ/մ համար, միջին հաշվով ՀՀ ներմուծող բնական գազի քանակը տարեկան 2,0 միլիարդ խ/մ է։

«Հեղափոխական իշխանությունները հրապարակներից խոստացել էին, որ գազի սակագինը իջացնելու են, բայց հազիվ կարողացան 1,5 տարի սպառողների համար պահպանել նույն սակագները։ Արդյունքում «Գազպրոմ Արմենիա» ընկերությունը կուտակեց մի հսկա պարտք՝ տարեկան շուրջ 30 միլիոն ԱՄՆ դոլար և չկատարեց մի շարք պարտականություններ։ Մասնավորապես գազասպառման համակարգերում պետք է մի շարք ներդրումներ կատարվեին, բարելավվեր համակարգը, բարձրացվեր անվտանգային համակարգերի որակը»,- ասաց Գրիգորյանը։

Ըստ տնտեսագետի՝ ունենք մի վիճակ, որ թանկացումներն անխուսափելի են։ «Հունիսի 19-ին ՀԾԿՀ-ի նիստում որոշվեց մեկ ամիս հետո, այսինքն հուլիսի 19-ից բնական գազի սակագներում փոփոխություններ անել։ Ըստ որի՝ տարեկան մինչև 600 խ/մ գազ սպառող անապահով ընտանիքների համար սակագինը մնաց նույնը՝ 100,0 հազար դրամ (ներառյալ ԱԱՀ) ամեն 1000խ/մ համար։ 600 խ/մ գերազանցող բնական գազի համար՝ 139,0 հազար դրամ  (ներառյալ ԱԱՀ) ամեն 1000խ/մ համար։ Այս իմաստով թվում է թե սակագնի փոփոխություններ չեն եղել, բայց այս նույն մարդիկ, հանդիսանալով սպառողներ, ձեռք են բերելու ապրանքներ, որոնց ինքնարժեքում գազի սակագինը բարձրանալու է»,- նշեց նա։

Տնտեսագետի խոսքով՝ կա հիմնավոր մտահոգություն, որ սպառման ենթակա որոշ ապրանքներ կարող են թանկանալ։ «Մանսավորապես գյուղատնտեսական ոլորտում գործունեություն իրականացնող ջերմոցային տնտեսություններին վաճառվող բնական գազի սակագինը նոյեմբերի 1-ից մինչև մարտի 31-ը, 2017թ․ ուժի մեջ մտած 212 ԱՄՆ դոլարի փոխարեն դառնալու է 224 ԱՄՆ դոլար ամեն 1000 խ/մ գազի համար (ներառյալ ԱԱՀ)։ Բարձրանում է նաև գյուղատնտեսական ոլորտում գործունեություն իրականացնող վերամշակող՝ խմիչքների, պահածոների, կաթնամթերքի արտադրությամբ զբաղվող անձնաց վաճառվող բնական գազի սակագինը՝ նախկին 212 ԱՄՆ դոլարի փոխարեն, 224 ԱՄՆ դոլար ամեն 1000 խ/մ գազի համար (ներառյալ ԱԱՀ)։ Գյուղմթերք վերամշակող ընկերությունների արտադրանի ինքնարժեքում հումքերի և նյութերի արժեքից հետո ծախսային մեծ բաժինը կազմում են գազն ու էներգիան։ Ավելացնելով արտադրանքի ինքնարժեքը, կնվազի սպառումը»,- հայտարարեց նա:

Արմեն Գրիգորյանը ընդգծեց՝ փաստ է, որ պետությունը չունի կամ թույլ ազդեցություն ունի բնական գազի սակագնային քաղաքականության վրա։ Նրա խոսքով՝ այստեղ արմատական փոփոխություններ են անհրաժեշտ, լուծումները քաղաքական են՝ հիմնավորված նաև տնտեսական հաշվարկների վրա։ ««Գազպրոմ Արմենիա» ՓԲԸ-ի ներկայացրած հայտը նպատակ ունի վերականգնելու ակնկալվող եկամուտները, իսկ հանձնաժողովի որոշումը նշանակում էր, որ գործեցին այնքան, որքան կարող էին։ Կարողության չափը քննարկվում էր ավելի քան մեկ տարի, որին մասնակից էին կառավարության անդամներ փոխվարչապետի գլխավորությամբ։ Այնպես որ, ՀԾԿՀ-ն ուղղակի արձանագրեց այն փաստը, որին հանգել էին բանակցությունները։ Արդեն պարզ է, որ ինշխանափոխության շրջանում հնչած խոսքերը, որ գազի սակագինը պետք է իջնի, արդեն տապալված են»,- եզրափակեց նա:
