Հուլիսի 1-ին տեղի ունեցավ ԱլԳ ԱԳ նախարարական տեսաժողովը, որին մասնակցում էին Եվրոպական հանձնաժողովի հարևանության և ընդլայնման հարցերով հանձնակատար Օլիվեր Վարհեին և Արևելյան գործընկերության երկրների արտաքին քաղաքական գերատեսչությունների ղեկավարները: Վերջիններս տեսաժողովի ընթացքում հանգամանորեն մտքեր փոխանակեցին ԱլԳ հետ-2020 օրակարգի հինգ երկարաժամկետ նպատակների շուրջ և անդրադարձ կատարեցին Առաջնորդների տեսագագաթաժողովի ժամանակ ծավալված քննարկումներին ու հաջորդ տարվա մարտին ծրագրվող լիարժեք գագաթաժողովին ընդառաջ իրականացվելիք աշխատանքներին:

Իր խոսքում անդրադառնալով ԱլԳ հետ-2020 օրակարգի հինգ երկարաժամկետ նպատակներին՝ նախարար Մնացականյանն ընդգծեց, որ Հայաստանի պարագայում բոլոր այդ նպատակները, մասնավորապես՝ տոկուն, կայուն և ինտեգրված տնտեսությունները, հաշվետու կառույցները, իրավունքի գերակայությունը, անվտանգությունը, տոկուն, արդար և ներառական հասարակությունները, ինչպես նաև թվային փոխակերպումն ու բնապահպանական տոկունությունը, մեծապես համընկնում են Հայաստանի կառավարության, նրա մանդատի առաջնահերթություններին. ՀՀ-ԵՄ Համապարփակ և ընդլայնված գործընկերության համաձայնագիրն իր հերթին ևս ներառում է սույն նպատակները:

«Մենք ունենք Եվրամիության հետ մեր համագործակցության հիմքը հանդիսացող Համապարփակ և ընդլայնված գործընկերության համաձայնագիրը, և այն բավականին ընդգրկուն է. ունի այդ թվում ոլորտային համագործակցությանը, ազատությանը, արդարադատությանը վերաբերող մասեր, որոնք ներառում են վերոնշյալ հինգ նպատակները: Կարծում եմ՝ Արևելյան գործընկերությունը եղել և մնում է համախմբման շատ կարևոր հարթակ՝ ուժեղացնելու ազգային ջանքերը, ծրագրերը և առաջնահերթությունները: Ուստի քննարկումներն առավել պետք է կենտրոնանան այն մանրամասների վերհանման վրա, որոնք հնարավորություն կընձեռեն ամրապնդելու մեր ազգային առաջնահերթությունների հասցեագրմանն ուղղված ազգային ջանքերը և ուրվագծել համագործակցության առավելությունները: Եվրամիությունը շարունակում է լինել Հայաստանի համար շատ կարևոր գործընկեր բոլոր ոլորտներում, որոնք ուրվագծված են ՀԸԳՀ-ով և մեր բարեփոխումների և զարգացման ծրագրով»,- նշեց ՀՀ ԱԳ նախարարը:

Արևելյան գործընկերության համատեքստում տարբերակման սկզբունքը լավագույնս օգտագործելու առումով նախարար Մնացականյանն ընդգծեց, որ տարբերակումը պետք է զուգակցվի ներառականությամբ, ինչն անչափ կարևոր է:

«Եթե տարբերակումը դիտարկենք որպես մասնատում և տարանջատում, կարծում ենք՝ դա կարող է վտանգավոր լինել այս նախագծի համար. մասնատումն ու տարանջատումը կարող են հանգեցնել Արևելյան գործընկերության անկմանը, հետագայում՝ նաև ավարտին։ Կարծում եմ, որ կողմերից և ոչ մեկը դա չի ցանկանա: Ուստի, տարբերակումն ու ներառականությունը չպետք է կիրարկվեն մասնատման և տարանջատման համատեքստում»։
