ՀՀ զինված ուժերը փաստացի և ըստ էության լիարժեք են իրականացնում իրենց գործառույթը և քաղաքական օրակարգ ձևավորում։ Փառք իրենց։ Նույն հիացմունքով չենք կարող արտահայտվել դիվանագիտական աջակցության մասին, որովհետև վստահություն չկա, որ ռազմական ձեռքբերումները կամրագրվեն արտաքին քաղաքականության մեջ։

Սահմանային վերջին միջադեպի միջազգային արձագանքները տպավորություն են ստեղծում, որ մեր երկիրը գործընեկերների և դաշնակիցների առումով այնքան էլ հուսալի վիճակում չի։ Դիվանագիտական առումով, կարծես, մենակ ենք մնացել։

Առաջին հիասթափությունը կապված է միջադեպի առնչությամբ ՀԱՊԿ-ի դիրքավորման հետ։ Այն բնորոշ էր ոչ թե ռազմավարական դաշինքին, որի հեգոմոնը մեր երկրում ռազմակայան ունի, այլ օվկիանոսում աննկատ մի կղզուն, որը, համեստությունից դրդված, չի համարձակվում կարծիք բարձաձայնել միջազգային անվտանգությանն առնչվող խնդրի վերաբերյալ։ Միգուցե ՀԱՊԿ-ն ու Ռուսաստանը վերանայե՞լ են իրենց ռազմաքաղաքական հետաքրքրությունները մեր տարածաշրջանում։

Թե՞ ՀԱՊԿ-ին հետաքրքիր է միայն 80-ականների զենքերի վաճառքը ՀԱՊԿ անդամ երկրներին։ Ասում են, թե Թավշյա, ոչ բռնի, ժողովրդական հեղափոխությունից հետո Հայաստանի արտաքին քաղաքականության մեջ բովանդակային ոչինչ չի փոխվել, բայց փոխվել է քաղաքականության վարման որակը, որը, սակայն, դեռ նկատելի չի։ Եթե վերջին սահմանային միջադեպի վերաբերյալ միջազգային արձագանքները գեներացվեն Հայաստանի կողմից, և արտաքին քաղաքականության ասպարեզում նոր խոսք հնչի, ապա կկարողանանք ասել, որ որակ է փոխվել։

Այսպիսով՝ վերջին սահմանային միջադեպը նաև մարտավարությունը վերանայելու և նախաձեռնողականությամբ հանդես գալու հնարավորություն է տալիս։ Իսկ եթե, իրոք, Ռուսաստանը վերանայել է իր տարածաշրջանային հետաքրքրությունները և մտադիր է հեռանալ նաև Հարավային Կովկասից, ապա արտաքին քաղաքականության մեջ նաև ռազմավարական փոփոխությունների անհրաժեշտություն կարող է առաջանալ։

Անցած շաբաթ Ազգային անվտանգության նոր ռազմավարությանը հավանության տալու նիստի ժամանակ վարչապետ Նիկոլ Փաշինյանը նշեց, որ «միջազգային և ազգամիջյան երկխոսությունը արտաքին հարաբերությունների մեր առանցքային տեսլականն է՝ հիմնված փոխադարձ հարգանքի, հասկանալու և հասկանալի դառնալու ձգտման վրա»: Սակայն վերջին սահմանային միջադեպի առնչությամբ արտաքին արձագանքների մեծ մասը մեր կողմից, կարծես, մնաց անպատասխան։

Նկատենք, որ անթույլատրելի է միջազգային-ազգամիջյան երկխոսություն զարգացնելու առիթը բաց թողնելը, քանի որ հունիսի 19-ի հայտնի ելույթից հետո Հայաստանը տարածաշրջանի անվտանգության երաշխավորն է, ուստի՝ հանձնառու է զարգացնել միջազգային համագործակցությունը, օգտագործել ոչ միայն ՀՀ զինված ուժերը, այլև միջազգային գործիքները, միջոցները, հնարավորությունները տարածաշրջանի անվտանգությունն ապահովելու համար։
