Կրթության, գիտության, մշակույթի և սպորտի նախարարությունը e-draft.am միասնական հարթակում հանրային քննարկման է ներկայացրել սահմանամերձ կամ բարձրլեռնային բնակավայրերի պետական ուսումնական հաստատություններ համապատասխան մասնագետ գործուղելու կարգի նախագիծը։

Նախատեսվում է, որ ԿԳՄՍ նախարարությունն այսուհետ կստեղծի և կվարի սահմանամերձ կամ բարձրլեռնային բնակավայրերի պետական ուսումնական հաստատություններ գործուղվող մասնագետների թեկնածուների շտեմարան։ Այդ նպատակով պարբերաբար (յուրաքանչյուր տարի առնվազն 4 անգամ) նախարարության պաշտոնական կայքում կհրապարակվի համապատասխան հայտարարություն։ Ցանկացողները կդիմեն՝ ներկայացնելով դիմումի համապատասխան ձև։ Իսկ մանկավարժական կադրերի պահանջարկի մասին հայտերը նախարարություն կներկայացնեն մարզպետարանները՝ մինչև յուրաքանչյուր տարվա օգոստոսի 10-ը (ուսումնական տարվա ընթացքում մանկավարժական կադրերի պահանջ առաջանալու դեպքում՝ նման պահանջ առաջանալուց հետո՝ 10 օրյա ժամկետում)։ Ընդ որում, մանկավարժական կադրերի պահանջարկը ձևավորվում է, եթե մինչ այդ առնվազն 2 անգամ հայտարարված մրցույթի արդյունքներով ուսուցչի թափուր տեղը չի համալրվել:

Գործուղվող ուսուցիչների համար առաջարկվում են մի շարք նոր կարգավորումներ, որոնք ավելի բարենպաստ պայմաններ կստեղծեն սահմանամերձ և բարձրլեռնային համայնքների դպրոցներում աշխատելու համար։ Մասնավորապես, նախատեսվում է, որ գործուղված մասնագետներին ՀՀ պետական բյուջեով նախատեսված միջոցների հաշվին լրացուցիչ կհատկացվի.

Մասնագետի և ընտանիքի անդամների տեղափոխման տրանսպորտային ծախսերը` միայն միկրոավտոբուսային երթուղի լինելու դեպքում` միկրոավտոբուսային երթուղիների համար սահմանված սակագնի չափով, իսկ միկրոավտոբուսային և ավտոբուսային երթուղիներ լինելու դեպքում` ավտոբուսային երթուղիների համար սահմանված սակագնի չափով /նախկինում չի հատկացվել/,
գույքի տեղափոխման տրանսպորտային ծախսերը` մինչև 50 կիլոմետր ճանապարհի համար` 10000 դրամ, 50 կիլոմետրից ավելի յուրաքանչյուր 50 կիլոմետրի համար` 8000 դրամ, բայց ոչ ավելի, քան 50000 դրամը /նախկինում հատկացվել է գույքի տեղափոխման գումար` 15000 դրամ/,
տարեկան 4 անգամ մշտական բնակավայր այցելելու համար տրանսպորտային ծախս՝ միկրոավտոբուսային երթուղի լինելու դեպքում` միկրոավտոբուսային երթուղիների համար սահմանված սակագնի չափով, իսկ միկրոավտոբուսային և ավտոբուսային երթուղիներ լինելու դեպքում` ավտոբուսային երթուղիների համար սահմանված սակագնի չափով /նախկինում հատկացվել է ճանապարհածախսի փոխհատուցում` տարեկան մինչև 4 անգամ/,
բնակարանային վարձի գումար՝ ըստ մարզերի տրված սահմանաչափով /13000-33000 դրամ, նախկինում հատկացվել է բնակարանի վարձ`ամսական 10000 դրամ /,
կոմունալ ծախսերի համար՝ ամսական 10.200 դրամ /նախկինում հատկացվել է կեցության այլ ծախսեր` ամսական 5000/,
աշխատավարձի հավելում` 30 տոկոսի չափով /նախկինում չի հատկացվել/։
Նոր կարգն ուժի մեջ կմտնի 2021 թվականի հունվարի 1-ից: Իսկ մինչև այդ՝ ՀՀ կառավարության 2003 թվականի սեպտեմբերի 3-ի թիվ 1412-Ն որոշմամբ պետական ուսումնական հաստատություններ գործուղված մասնագետների հետ կնքված պայմանագրերը կպահպանեն իրենց ուժը մինչև 2020-2021թ. ուսումնական տարվա ավարտը։
