Այսօր Ադրբեջանը «Սմերչ» համազարկային կրակի ռեակտիվ համակարգով երկու անգամ հրթիռակոծել է Արցախի Հադրութ քաղաքը: Կասետային մարտագլխիկներով իրականացված հրթիռակոծության արդյունքում վնաս է հասցվել քաղաքացիական բնակչությանը: Այդ մասին վկայում են պաշտոնական և բոլոր մեդիա հրապարակումները, ինչպես նաև Արցախի խաղաղ բնակչությունից և Մարդու իրավունքների պաշտպանին ներկայացված առանձին ահազանգերից ստացված տեղեկությունները:

Ինտենսիվ կասետային հրթիռներ կիրառելու մասին նախորդ օրը հայտարարել էր նաև Արցախի մարդու իրավունքների պաշտպանը՝ փաստահավաք աշխատանքների արդյունքներով:

Կասետային մարտագլխիկներով զինված հարձակումները անթույլատրելի ռազմական ագրեսիա է Արցախի խաղաղ բնակչության նկատմամբ:

Եվ՛ Ժնևյան կոնվենցիաները, և՛ Կասետային զինամթերքի մասին ՄԱԿ-ի կոնվենցիան հստակ սահմանափակում են պատերազմելու մեթոդների ու միջոցների ընտրության իրավունքը՝ չթույլատրելով նման վտանգավոր զինատեսակների կիրառումը: Միջազգային իրավական փաստաթղթերը և միջազգային մարդասիրական սովորութային իրավունքն արգելում են կասետային զինատեսակների կիրառումը՝ դրանք համարելով մահաբեր և անմարդկային (inhuman): Նշված զինատեսակներն ունեն ոչ ընտրողական ազդեցություն (indiscriminate effect) և վտանգում են խաղաղ բնակչության կյանքն ու առողջությունը, պատճառում լրացուցիչ վնասներ ու տառապանքներ:

Մարդու իրավունքների պաշտպանը դիմում է շահագրգիռ միջազգային կազմակերպություններին և մարդու իրավունքներով զբաղվող բոլոր միջազգային կազմակերպություններին արձագանքել և հանդես գալ հստակ և աներկբա կոչերով դադարեցնելու ադրբեջանական կողմի նման ագրեսիվ ու անմարդկային վարքագիծը:

Նման զենքի կիրառումն արդեն հատում է բոլոր կարմիր գծերը և կարող է բերել անկանխատեսելի հետևանքների: Կասետային զինատեսակների կիրառումը ոչ միայն անթույլատրելի է հասցված անմիջական վնասների տեսանկյունից, այլ նաև լրջորեն վտանգավոր ապագա սերունդների առողջության համար:
