Որ երկրներն են մինչ այժմ Արցախին վերաբերող որոշում ընդունել հոկտեմբերի 1-ին Չիլիի խորհրդարանն ընդունել է Լեռնային Ղարաբաղի Հանրապետության նկատմամբ Ադրբեջանի ռազմական ագրեսիան դատապարտող որոշում, հոկտեմբերի 6-ին Նիդերլանդների խորհրդարանն ընդունել է Թուրքիայի ռազմական հռետորաբանությունը դատապարտող որոշում, հոկտեմբերի 7-ին Ժնևի քաղաքային խորհուրդն ընդունել է Ադրբեջանի ագրեսիան դատապարտող և Լեռնային Ղարաբաղի հայերի ինքնորոշման իրավունքը որպես նրանց անվտանգության միակ երաշխիք ճանաչող որոշում, հոկտեմբերի 8-ին Ֆրանսիայի Ալֆորվիլլ քաղաքի քաղաքային խորհուրդը քվեարկել է Ֆրանսիայի կողմից Լեռնային Ղարաբաղի ճանաչման օգտին,   հոկտեմբերի 8-ին Բասկերի երկրի խորհրդարանն ընդունել է հռչակագիր, որի համաձայն հարցի լուծումը պետք է հիմնվի Լեռնային Ղարաբաղի քաղաքացիների մեծամասնության կամքի ազատ արտահայտման վրա, հոկտեմբերի 9-ին Կիպրոսի խորհրդարանն ընդունել է Լեռնային Ղարաբաղի դեմ Ադրբեջանի ագրեսիան և Թուրքիայի նեգրավվածությունը դատապարտող բանաձև,   հոկտեմբերի 13-ին Բելգիայի ֆլամանական խորհրդարանը ընդունել է Լեռնային Ղարաբաղում Ադրբեջանի և Թուրքիայի պատերազմական գործողությունները դատապարտող բանաձև,   հոկտեմբերի 14-ին Ավստրիայի խորհրդարանը ընդունել է Թուրքիայի ներգրավվածությունը դատապարտող բանաձև,   հոկտեմբերի 15-ին Լյուքսեմբուրգի խորհրդարանն ընդունել է Ադրբեջանի ռազմական ագրեսիան, Թուրքիայի աջակցությունը և վարձկանների ներգրավվածությունը դատապարտող բանաձև,   հոկտեմբերի 15-ին իտալական Միլան քաղաքի խորհուրդն ընդունել է Լեռնային Ղարաբաղի անկախությունը, հոկտեմբերի 15-ին Ֆրանսիական Լիմոնե քաղաքի համայնքային խորհուրդը քվեարկել է Լեռնային Ղարաբաղի անկախության ճանաչման օգտին,   հոկտեմբերի 19-ին Ֆրանսիայի Վիեն քաղաքի համայնքային խորհուրդն ընդունել է Լեռնային Ղարաբաղի Հանրապետության անկախությունը ճանաչող բանաձև,   հոկտեմբերի 21-ին Կալիֆոռնիայի Ֆոուլեր քաղաքի քաղաքային խորհուրդը ճանաչել է Արցախի ինքնորոշման և անկախության իրավունքը, նաև միաձայն դատապարտել Ադրբեջանի ագրեսիան Արցախի դեմ և ԱՄՆ նախագահին ու Կոնգրեսին կոչ արել միանալ Արցախի ազատությանն աջակցելու հարցում,   հոկտեմբերի 21-ին Ավստրալիայի ամենամեծ նահանգներից մեկի՝ Նոր Հարավային Ուելսի Օրենսդիր ժողովը 61 կողմ ձայնով պաշտոնապես ճանաչել է Արցախի Հանրապետության անկախությունը: Խորհրդարանականները դատապարտել են նաև Ադրբեջանի և Թուրքիայի կողմից հարձակումները Արցախի բնիկ հայերի դեմ, հոկտեմբերի 21-ին Կատալոնիայի խորհրդարանը հայտարարություն է ընդունել, որով կոչ է անում վերջ դնել ռազմական գործողություններին Լեռնային Ղարաբաղում, դատապարտում է Ադրբեջանի զինված ուժերի կողմից քաղաքացիական բնակչության վրա հարձակումները և սատարում է կողմերի միջև կառուցողական բանակցություններին՝ ուղղված խնդրի խաղաղ կարգավորմանը, որը պետք է հիմնված լինի Լեռնային Ղարաբաղի ժողովրդի մեծամասնության կամարտահայտության հիման վրա:   հոկտեմբերի 22-ին ԱՄՆ Նյու-Ջերսի նահանգի Ֆորտ-Լի քաղաքը դատապարտել է Ադրբեջանի ագրեսիան և ճանաչել է Արցախի ժողովրդի ինքնորոշման իրավունքն ու Արցախի Հանրապետության անկախությունը։
