1in.am-ը գրում է.   Իրանի նախագահի հատուկ բանագնաց, այդ երկրի փոխարտգործնախարար Արագչին սկսել է արցախյան կարգավորման Իրանի նախաձեռնությունը ներկայացնելու իր շրջագայությունը: Նախօրեին Թեհրանը նշել էր, որ բանագնացը այցելելու է Հայաստան, Ադրբեջան, Ռուսաստան և Թուրքիա՝ ներկայացնելով կարգավորման իրանյան առաջարկը: Արագչին իր երթուղին սկսել է Բաքվից: Այն, որ Թեհրանը հրադադարի արդեն երեք ձախողված փորձի պայմաններում՝ Մոսկվա, Փարիզ, Վաշինգտոն, փորձում է ներկայացնել կարգավորման իր տարբերակը, հիմք է տալիս եզրակացնելու, որ Թեհրանն ունի որոշակի ակնկալիքներ: Համենայնդեպս, բավականին դժվար է հավատալ, որ երեքհազարամյա պետականության ավանդույթով ու փորձով, նաև արցախյան առաջին պատերազմում մի քանի միջնորդական ջանքի փորձով պետությունը կարող է միամտաբար անել կարգավորման սովորական առաջարկներ կամ ջանքեր: Եթե մերժվում է ՄԱԿ ԱԽ-ի երեք մշտական անդամներից կազմված Մինսկի խմբի համանախագահների ջանքը՝ իսկ Անկարան ու Բաքուն մերժում են այն, ապա ի՞նչ շանս կարող է ունենալ իրանյան առաջարկը: Ըստ այդմ, հիշյալ գործոնները և նախապատմությունը հաշվի առնելով, պետք է ենթադրել, որ Թեհրանը պատրաստել է որևէ մի բան, որը, առնվազն իր կարծիքով, ունի բոլոր կողմերում քննարկման և ընդունելության արժանանալու շանս: Սակայն դա նշանակում է, որ Թեհրանի առաջարկը դուրս է թողնում առնվազն երկու կողմի՝ Վաշինգտոն և Փարիզ: Եթե առաջարկը ներկայացվում է չորսին, ապա պետք է ենթադրել, որ կարգավորման տարբերակը կամ մեխանիզմը ենթադրում է այդ շրջանակը: Առավել ևս, որ այս օրերին Թեհրանը նաև բարձրաձայն է նշել Աստանայի, այսպես ասած, ռուս-թուրք-իրանական եռակողմ ձևաչափի հնարավորության մասին: Ըստ այդմ, առաջանում է մյուս հարցը՝ իսկ Վաշինգտոնն ու Փարիզը կընդունե՞ն Մինսկի խմբի համանախագահությունը փաստացի անտեսելու տարբերակը: Իսկ եթե նրանք դա չընդունեն, ապա Իրանի առաջարկը կարող է բախվել էական խոչընդոտների: Այստեղ, սակայն, հարկ է հիշատակել, որ խոսելով Աստանայի ձևաչափի կրկնության կամ արցախյան հարցի վրա տարածման հնարավորության մասին՝ Թեհրանը նշել էր նաև, որ դիտարկում է դա որպես Մինսկի խմբի ձևաչափի լրացում: Ըստ այդմ՝ արդյոք կարո՞ղ է ձևավորվել իրավիճակի քննարկման երկաստիճան ձևաչափային իրողություն, երբ կա վերին ատյանը՝ Մինսկի խմբի եռանախագահությունը, և ձևավորվում է ավելի ցածր ատյան՝ այն ձևաչափը, որ պատկերացնում է և առաջարկում Իրանը: Այստեղ, սակայն, առկա է Թուրքիայի հարցը: Ինչպե՞ս, ինչի՞ դիմաց է Թեհրանն ակնկալում Երևանից ստանալ որևէ հավանություն որևէ ձևաչափով Թուրքիայի ներգրավման առնչությամբ: Եթե չկա թուրքական ուղիղ կամ դե յուրե ներգրավման տարր, ապա այդ դեպքում ինչի՞ դիմաց է Թեհրանն ակնկալում ստանալ Թուրքիայի հավանությունն իր առաջարկին: Բոլոր դեպքերում ստեղծված բարդ իրավիճակում կարգավորման նախաձեռնություն ներկայացնելը քաղաքականապես համարձակ քայլ է, եթե, իհարկե, Իրանի համար տվյալ պարագայում ավելի կարևոր չէ ինչ-որ ձևով գործընթաց սկսելը՝ անկախ արդյունքից:
