Այս պատերազմը ցույց տվեց, որ բանակում ավելի կարեւոր են հատուկ նշանակության մոբիլ խմբերը։ Այս մասին այսօր՝ նոյեմբերի 13-ին, Հանրային հեռուստաընկերությանը տված հարցազրույցում ասաց վարչապետ Նիկոլ Փաշինյանը։

«2018 թվականից դա բանակում տեղի ունեցող հաջորդ կարեւոր բարեփոխումն էր, որը պլանավորվել եւ մեկնարկել էր ընդամենը 2019 թվականի կեսերից։ Երբ հատուկ նշանակության ջոկատներն ավելի ու ավելի մեծ տեղ պիտի զբաղեցնեին մեր բանակում որպես հարվածային ուժ»,- նշեց նա։

Դիտարկմանը, որ իշխանությունը չկարողացավ առնվազն պատշաճ կազմակերպչական աշխատանքներ տանել պատերազմի օրերին՝ Փաշինյանն արձագանքեց.

«Ցանկացած պատերազմում ի հայտ են գալիս բազմաթիվ կազմակերպչական խնդիրներ։ Այո, այս պարագայում էլ խնդիրներ եղել են։ Այդ խնդիրները եղել են ոչ միայն զուտ կազմակերպչական բնույթի, այլեւ եղել են ինստիտուցիոնալ բնույթի խնդիրներ։ Իմ ուղերձներից մեկում ասացի, որ պարզվեց մեր ԶՈւ-երի կիրառման պլանի առումով մենք այն համակարգը բանակին օգնելու այդքան էլ արդյունավետ չի գործում։ Այստեղ մենք լրջագույն վերանայումների կարիք ունենք եւ պետք է լրջորեն մտածենք մեր բանակի եւ՛ մատակարարումների եւ՛ կառուցվածքի փոփոխությունների մասին։ Պատերազմի ընթացքում սննդի մատակարարման նոր համակարգը, ըստ էության, լիովին արդարացրեց իրեն։ Դա այն կարեւոր նրբություններից մեկն էր, որն, ըստ էության, իրականության մեջ ցույց տվեց, որ այդ բարեփոխումը իրեն լիովին արդարացրել է»։

Նիկոլ Փաշինյանը նշեց, որ պատերազմի օրերին եղել են կազմակերպչական բնույթի այլ թերություններ, մասնավորապես, զորահավաքի համատեքստում. «Ցույց տվեց, որ զորահավաքային այն պլանները, որոնք գոյություն ունեն, այդքան էլ չեն համապատասխանում մեր իրողություններին։ Այդ զորահավաքային պլանները, որոնք գոյություն ունեն, այսպես ասած՝ ավանդութային են։ Այնպես չի որ տարին մեկ կամ երկու տարին մեկ փոխվում են. ինստիտուցիոնալ կառույց են, որոնք վաղուցվանից ստեղծվել ու ձեւավորվել են։ Քանի որ այս մասշտաբով կիրառման պրակտիկա չի եղել, նախկինում նրա բացերն ուղղակի չեն երեւացել եւ մենք առաջնորդվել ենք այն կանխավարկածով, որ աշխատող համակարգ է, բայց դա հին համակարգ է, որը նոր պայմաններում ուղղակի չի աշխատում»։
