«Փաստ» օրաթերթը գրում է

2019 թվականին կառավարությունն ընդունեց որոշում, որի նպատակն էր 1988-1992 թվականներին Ադրբեջանից բռնագաղթած՝ բնակարանի առաջնահերթ կարիք ունեցող անձանց մշտական օթևանով ապահովումը։ Որոշման 18-րդ կետի համաձայն՝ վկայագրի միջոցով բնակարանի (բնակելի տան) ձեռքբերման ժամկետը սահմանվում է վկայագիրը ստանալու պահից 1 տարի ժամկետով՝ առանց ժամկետի երկարաձգման հնարավորության: Հաշվի առնելով, որ 2020 թվականի դեկտեմբերի վերջին գումարների վերադարձի դեպքում բնակարանների գնման բազմաթիվ վկայագրերի (ԲԳՎ-խմբ.) ժամկետները դեռևս մարված չեն լինելու, առաջարկում է սահմանել, որ 2020 թվականի դեկտեմբերի 20-ի դրությամբ չօգտագործված մնացորդային գումարները փոխանցվում են նոտարների դեպոզիտ հաշիվներին, ինչի միջոցով կապահովվի անձանց իրավունքների իրացման երաշխավորումը, և փաստացի ԲԳՎ ստացած, սակայն 1 տարվա ժամկետը դեռևս չսպառած անձանց կտրվի ծրագրից արդյունավետ օգտվելու հնարավորություն։

Կառավարության որոշման նախագիծը մշակել է տարածքային կառավարման և ենթակառուցվածքների նախարարության միգրացիոն ծառայությունը։ Նախագծի հիմնավորման մեջ նշվում է, որ կառավարության 2019 թվականի նոյեմբերի 21-ի N 1662-Ն որոշմամբ սահմանվել է՝ 2019 թվականի պետական բյուջեով նախատեսված կառավարության պահուստային ֆոնդի հաշվից 1 492 400.0 հազար դրամ ուղղել միգրացիոն ծառայության կողմից 2019 թվականի սեպտեմբերի 1-ի դրությամբ իրականացված ուսումնասիրության արդյունքներով Ադրբեջանից բռնագաղթած, ժամանակավոր կացարանում փաստացի բնակվող ՀՀ քաղաքացիություն ձեռք բերած Երևանի Աջափնյակ, Ավան, Մալաթիա-Սեբաստիա, ՆորքՄարաշ, Քանաքեռ-Զեյթուն վարչական շրջանների ժամանակավոր կացարաններում բնակվող ընտանիքների՝ բնակարանների գնման վկայագրերի ձեռքբերման միջոցով բնակարանային խնդիրների լուծմանը։

Այս անձանց ԲԳՎ-ի տրամադրումը սահմանված ընթացակարգերի հիման վրա սկսվել է 2020 թվականի մարտ ամսից։ Նշվում է՝ Հայաստանում նոր կորոնավիրուսային հիվանդության տարածմամբ պայմանավորված՝ կառավարության որոշմամբ ՀՀ ամբողջ տարածքում 2020 թվականի մարտի 16-ից ժամը 18:30-ից սկսած մինչև 2020 թվականի մայիսի 14-ը ժամը 17:00-ն ներառյալ ժամկետով հայտարարված է եղել արտակարգ դրություն, ուստի, այս հանգամանքով պայմանավորված, բնակարան ձեռք բերելու համար նախատեսված 12 ամիս ժամկետը երկարաձգվել է արտակարգ դրության ժամկետով, այն է՝ երկու ամսով։
