«Ինչպես են Դավիթ Տոնոյանն ու Պատրոն Դավոն բանակից 30 միլիոն ԱՄՆ դոլար գողացել. ԲԱՑԱՌԻԿ ՄԱՆՐԱՄԱՍՆԵՐ
2016թ.-ի սկզբին Ռուսաստանի Դաշնությունը Իրաքին է մատակարարել ավելի քան 20 Պանցիր-Ս զենիթահրթիռային հրանոթային համալիրների (ԶՀՀՀ)։

Ըստ Mediaport-ի տեղեկությունների` երկու պետությունների միջև նախապես պայմանավորվածություն կար Իրաքի կողմից 30 Պանցիր-Ս գնելու մասին։ Սակայն իրաքյան կողմը գնել է միայն 26 ԶՀՀՀ, իսկ մնացած 4-ը, որ մնացել էին ՌԴ տարածքում, 2018թ-ի վերջում առաջարկվել են Հայաստանին՝ հատը 8.5 միլիոն դոլար արժողությամբ։

Ռուսական կողմից հայ գործընկերներին նման գին է առաջարկել «Конструкторское бюро приборостроения» ԲԲԸ (КБП) կողմից։ Որոշ ժամանակ մտածելուց հետո ՀՀ պաշտպանության նախարար Դավիթ Տոնոյանը առաջարկել է իր ընկեր, տխրահռչակ Պատրոն Դավոյին զբաղվել Պանիցր-Ս ԶՀՀՀ-ները ձեռք բերելու հարցով՝ իհարկե, հորդորելով նրան չմոռանալ այդ գորածարքի իրենց անձնական շահի մասին։ Պատրոն Դավոն, իր հերթին, շտապ գնացել է Մոսկվա և, օգտվելով իր ընկերության՝ Рособоронэкспорт-ի միջնորդ լինելու հանգամանքից, կոռուպցիոն սխեմա մշակել, որի արդյունքում Рособоронэкспорт-ը պահանջել է КБП-ից Պանցիր-Ս համակարգերի վաճառքը Հայաստան իրականացնել հենց Рособоронэкспорт-ի միջոցով։
Արդյունքում 8.5 միլիոն ԱՄՆ դոլար արժողությամբ զինտեխնիկան Հայաստանին վաճառվել է հատը 16 միլիոն ԱՄՆ դոլարով։ 4 Պանցիր-Ս ԶՀՀՀ-ից, այդպիսով, Պատրոն Դավոն և Դավիթ Տոնոյանը ընդհանուր առմամբ գրպանել են 30 միլիոն ԱՄՆ դոլար։ Պայմանագրերն արդեն ստորագրված են, գումարները՝ փոխանցված։
