Բելգիայի Դաշնային խորհրդարանի արտաքին հարաբերությունների հայնձնաժողովը դեկտեմբերի 2-ին ընդունել է Լեռնային Ղարաբաղի հակամարտության կարգավորման վերաբերյալ բանաձևի նախագիծ։ «Արմենպրես»-ին այս մասին տեղեկացրին Բելգիայի հայերի կոմիտեից։

«Նոյեմբերի 9-ի զինադադարը չի լուծել տարածաշրջանում առկա լուրջ խնդիրները, որն  արտացոլվում է  հանձնաժողովի կողմից այսօր ընդունված դիրքորոշման մեջ։ Բանաձևի նախագիծը  դեռևս ենթակա է Խորհրդարանի գալիք լիագումար նիստում քվեարկման  և հաստատման, ինչը նշանակում է, որ այն դեռևս վերջնական չէ։

Բանաձևի այս նախագծում խորհրդարանականները դատապարտում են Ադրբեջանի կողմից Լեռնային Ղարաբաղի նկատմամբ ագրեսիան, որին ակտիվորեն աջակցել են Թուրքիան և օտարերկրյա վարձկանները։ Բանաձևը կոչ է անում դուրս բերել ադրբեջանական  ուժերը Լեռնային Ղարաբաղից և վերադառնալ ԵԱՀԿ Մինսկի խմբի շրջանակներում տարածաշրջանի կարգավիճակի շուրջ բանակցություններին։

Այն, մասնավորապես, կոչ է անում Թուրքիային դադարեցնել իր միջամտությունն այս հակամարտությանը,  զերծ մնալ տարածաշրջանում  ապակայունացնող դերակատարումից,  ինչպես նաև հրաժարվել Սիրիայի բնակչությանը Լեռնային Ղարաբաղի տարածաշրջանում վերաբնակեցնելու ծրագրից։ 

Մյուս կողմից, խորհրդարանականները ցանկանում են Լեռնային Ղարաբաղում տեսնել միջազգային այլ դերակատարների ներկայություն, մասնավորապես, խաղաղության պահպանմանն ու պատերազմական հանցագործությունների բացահայտմանը  նպաստելու նպատակով։ Նրանք նաև կոչ են անում Բելգիայի կառավարությանը, Եվրամիության հետ մեկտեղ, նպաստել փախստականներին հումանիտար օգնության տրամադրման և ռմբակոծությունների հետևանքով առաջացած ավերածությունները վերացնելու գործողություններին։

Խորհրդարանականները պահանջում են նաև գործադրել բոլոր անհրաժեշտ ջանքերը պատերազմական հանցագործությունների բացահայտման, ինչպես նաև մեղավորների դատապարտման ու պատժելու ուղղությամբ։ Նրանք, ի վերջո, պահանջում են գերիների և զոհվածների աճյունների վերադարձ՝ Ժնևյան կոնվենցիայի համաձայն։

Բանաձևի նախագծի առաջարկն արվել էր պատգամավոր Միշել դե Մակտի կողմից խորհրդարանական մեծամասնության համար, որին մասնավորապես աջակցել են արտաքին հարաբերությունների հանձնաժողովի նախագահ Էլս Վան  Հովը և փոխնախագահ  Սամյուել Կոգոլատին։ Այս տեքստը փոխարինեց բանաձևի այն առաջարկին, որն ի սկզբանե ներկայացրել էր պատգամավոր Ժորժ Դալմանը  դեռևս հոկտեմբեր ամսին, որին սատարել էին պատգամավորներ Պիտեր դը Ռուվերը և Ֆրանսուա դե Սմեդը։

Բելգիայի հայերի կոմիտեն ողջունում է արտաքին հարաբերությունների հանձնաժողովի կողմից այս բանաձևի ընդունումը և շնորհակալություն հայտնում ինչպես կառավարության մեծամասնության, այնպես էլ  ընդդիմադիր խորհրդարանականներին,  որոնց համատեղ աշխատանքն որոշիչ դեր խաղաց բանաձևի մշակման և ընդունման հարցում փոխզիջման գալու համար։

Եթե խոհրդարանը լիագումար նիստոով հաստատի  այս բանաձևը, այդպիսով միանշանակ ցույց կտա, որ Բելգիայի խորհրդարանը կարող է ինքնավստահ և կառուցողական դեր խաղալ միջազգային քաղաքականության մեջ՝ առանց դավաճանելու երկրի մարդասիրական արժեքներին»,- ասվում է հաղորդագրության մեջ։
