Համապատասխան հրամանագրում ասվում է. «Հիմք ընդունելով վարչապետի միջնորդությունը՝ համաձայն Սահմանադրության 136-րդ հոդվածի, ինչպես նաև «Հայաստանի Հանրապետության պետական պարգևների և պատվավոր կոչումների մասին» օրենքի 5.3-րդ հոդվածի 1-ին և 9-րդ մասերի.
