Հունվարի 21-ին փոխվարչապետ Տիգրան Ավինյանի գլխավորությամբ տեղի է ունեցել հաշմանդամություն ունեցող զինծառայողների պրոթեզավորման գործընթացի վերաբերյալ խորհրդակցություն: Իր խոսքում փոխվարչապետը նշել է. 

«Հարգելի՛ գործընկերներ, այսօր քննարկելու ենք հաշմանդամություն ունեցող զինծառայողների պրոթեզավորման վերաբերյալ հարցերը, որոնք առավել սուր կերպով արտահայտվեցին պատերազմի արդյունքում: Հարկ է ամբողջովին պարզաբանել ոլորտում ստեղծված ներկայիս վիճակը՝ նկատի ունենալով, թե ինչ փուլերով ու ընթացակարգերով է տեղի ունենում պրոթեզավորման գործընթացը: Պետք է անդրադառնանք առկա հիմնական խնդիրներին, այդ թվում՝ ընթացիկ կարիքների ու կարողությունների գնահատմանը, պրոթեզավորման հատուկ ընթացակարգի սահմանմանը, շահառուների նույնականացմանը և լրացուցիչ միջոցների ներգրավման հարցերին:

Ցանկանում եմ հատուկ ընդգծել, որ հաշմանդամություն ունեցող զինծառայողների պրոթեզավորումը մեր գլխավոր առաջնահերթություններից է և այդ գործը պետք է իրականացնենք ամենաբարձր մակարդակով: Դա նվազագույնն է, որ կարող ենք անել հայրենիքի պաշտպանության համար ոչինչ չխնայած մեր զինծառայողների համար: Այս տեսանկյունից կարևորում եմ մեր կարողությունների ճիշտ գնահատումը՝ տեղի հնարավորությունների մասին ամբողջական պատկերացում կազմելու համար: Պետք է նաև հասկանանք, թե ինչպիսի փորձի պակաս ունենք` պրոթեզավորման գործընթացում արտերկրի լավագույն փորձն ու գիտելիքը օգտագործելու համար: Առանձնապես ցանկանում եմ շեշտել համակարգված աշխատելու հանգամանքը, երբ գործընթացում ներգրավված բոլոր մարմինները պիտի առաջնորդվեն ամենայն պատասխանատվությամբ, իսկ գտնված լուծումները պիտի համապատասխանեն ամենաբարձր ստանդարտներին: Վերջում, ամենակարևորը՝ հաշմանդամություն ստացած մեր զինծառայողներին պետք է ցուցաբերվի բացառիկ անհատական մոտեցում՝ հիմնված անհատական կարիքների առավելագույնս ճշգրիտ գնահատման վրա, և պետք է լուծենք նաև հետագա սպասարկման բոլոր հնարավոր խնդիրները»:

Խորհրդակցության ժամանակ քննարկվել են պրոթեզավորման գործընթացում իրավիճակի ներկայիս ընդհանուր պատկերն ու ամենօրյա ռեժիմով թվերի ճշգրտման ուղղությամբ տարվող աշխատանքների ընթացքը: Օրակարգի հարցերի առանձին խումբ են ներկայացրել պատերազմի ժամանակ վիրավորում (վնասվածք) ստացած անձանց  պրոթեզավորման գործընթացի կազմակերպման, այդ թվում՝ կարիքների գնահատման և լրացուցիչ ֆինանսական միջոցների ներգրավման հետ կապված խնդիրները: Մանրամասն անդրադարձ է կատարվել գործընթացում տեղական՝ հայաստանյան հնարավորությունների օգտագործմանը՝ միջազգային լավագույն փորձի ներգրավման համատեքստում: 

Տիգրան Ավինյանը սահմանել է աշխատանքների իրականացման երկու կարևորագույն սկզբունք. բարձր ստանդարտների ներդրում և, ըստ կարիքի, առաջնահերթության ու թիրախայնության, պրոթեզավորման ենթակա անձանց հերթականության սահմանում: Ամփոփելով՝ փոխվարչապետն ընդգծել է պրոթեզի հետագա սպասարկման անհրաժեշտությունը՝ որպես առանցքային հանձնառություն:
