Հունվարի 26-ին տեղի է ունեցել Հայրենիքի փրկության շարժման խորհրդի նիստ, որը վարել է Վազգեն Մանուկյանը։

Քննարկվել են Շարժման անցնող շրջանի գործունեությունը, քայլերի արդյունավետությունը, կարևորվել է Շարժման համահայկական բնույթը, մարզերում հանդիպումներն առավել ինտենսիվ դարձնելու անհրաժեշտությունը:

Քննարկվել են փետրվարի 18-ին կազմակերպվելիք համապետական հանրահավաքի կազմակերպչական հարցերը։

Անդրադառնալով Ն. Փաշինյանի կողմից առաջ քաշված արտահերթ խորհրդարանական ընտրությունների գաղափարին՝ խորհուրդը նպատակահարմար է գտել առանձին հայտարարությամբ վերահաստատել իր դիրքորոշումն ու մոտեցումները, որը ներկայացվում է ստորև.

ՀԱՄԱԽՈՀՈՒԹՅԱՆ ՀԱՍՆԵԼՈՒ ՃԱՆԱՊԱՐՀԱՅԻՆ ՔԱՐՏԵԶԻ ԱՌԱՋԱՐԿ

Համայն հայությունը կանգնած է լրջագույն մարտահրավերների, իսկ մեր պետականությունը՝ գոյաբանական սպառնալիքի դեմ հանդիման։ Ակնհայտ է, որ բոլոր առումներով ձախողումներ արձանագրած և երկիրը կործանման եզրին հասցրած իշխանության հետ հույս կապել չի կարելի։ Հնարավորինս սեղմ ժամկետներում իշխանության փոփոխությունը և ժողովրդի կողմից նոր որակի իշխանության ձևավորումը հնարավոր է միայն ազատ, արդար և մրցակցային ընտրությունների միջոցով։

Միանշանակ է, որ քաղաքական և իրավական պատասխանատվությունից խուսափելու՝ օրվա իշխանությունների միակ ճանապարհը ընտրությունները կեղծելու միջոցով վերարտադրվելու հույսն է։

Միանշանակ է նաև, որ պետական համակարգի կազմաքանդման գործընթացի կանխման, առկա բարոյահոգեբանական ճգնաժամի հաղթահարման, հետպատերազմյան վտանգավոր զարգացումները չեզոքացնելու մարտահրավերներն անհրաժեշտաբար ենթադրում են բեկումնային և անհապաղ փոփոխություններ մինչև արտահերթ ընտրությունների անցկացումը։

 

Ելնելով վերնշյալ հաստատումներից՝ Հայրենիքի փրկության շարժումը անհրաժեշտ է համարում.

  1. Հրաժարականի կամ պաշտոնանկության միջոցով հասնել պարտության խորհրդանիշ Ն. Փաշինյանի հեռացմանը վարչապետի պաշտոնից:
  2. Ձևավորել Ազգային համաձայնության անցումային կառավարություն, որի առաջնահերթ խնդիրները պետք է լինեն.

ա) կայունացնել վիճակը, լուծել երկրի առջև ծառացած հումանիտար, սոցիալ-տնտեսական և հետպատերազմական իրավիճակի հետ կապված ներքին ու արտաքին հրատապ խնդիրները,

բ) անհրաժեշտ պայմաններ ստեղծել վստահելի և թափանցիկ խորհրդարանական ընտրություններ անցկացնելու համար:
Երկիրը ճգնաժամից դուրս բերելու և վստահելի ընտրությունների անցկացումը երաշխավորելու առումով սկզբունքային նշանակություն ունի այն, որ անցումային կառավարության վարչապետի թեկնածուն ունենա կառավարման անհրաժեշտ փորձառություն և չառաջադրի իր թեկնածությունը ընտրություններին:

Գործող վարչապետի գլխավորությամբ կամ գործող իշխանությունների կողմից ընտրությունների անցկացման ցանկացած փորձ ի սկզբանե կասկածի տակ է դնելու ընտրությունների լեգիտիմությունը և հղի է ապակայունացման և ներքաղաքական բախումների վտանգներով։

Հայրենիքի փրկության շարժումն առաջարկում է բոլոր դերակատար քաղաքական ուժերին վերոնշյալ ճանապարհային քարտեզի հիման վրա հասնել փոխհամաձայնության։
