Կապանի համայնքապետ Գեւորգ Փարսյանը չի համաձայնել հանդիպել փոխվարչապետ Տիգրան Ավինյանին։ Տեղեկությունը «Փաստինֆո»-ի հետ զրույցում հայտնել է համայնքապետը՝հավելելով, որ Սյունիքի խնդիրների վերաբերյալ պետք է հանդիպում լիներ, բայց ինքն ակնկալիքներ չունի։

Գեւորգ Փարսյանը նշել է, որ փոխվարչապետի այցը, հանդիպման նպատակը, համայնքապետերին չհանդիպելը կարող է հետագայում շահարկվել, բայց փաստեց, որ Սյունիքի խնդիրների մասին բազմիցս են բարձրաձայնել՝ անգամ գրավոր։

Փարսյանը հավելել է՝ Կապանին վերաբերվող խնդիրները շատ են, դրանցից մի քանիսի մասին անգամ քաղաքացիներն էլ չգիտեն եւ կարող են նաեւ չիմանալ։ Խնդիրներից մեկն էլ ճանապարհների անվտանգության հարցն է։ Ճանապարհահատվածի մի շարք կետեր մնացել են առանց հսկողության։

«Ընդհանուր սահմանի երկայնքով բազմաթիվ բաց տեղեր ունենք, որտեղ ադրբեջանցիների ելքն ու մուտքը հնարավոր է։ Իսկ կոնկրետ մեր սահմանապահների անցակետերով չեմ կարծում, որ կարող են ադրբեջանցիներ անցնել, բայց կան այլ ճանապարհներ, որ կարող են օգտագործել։ Օրինակ՝ Տաթեւի ճանապարհը։ Այդտեղ իրավապահներից ոչ ոք չկա, որ հսկողություն իրականացնի, բայց սահմանագծի վրա էլ բազմաթիվ խնդիր ունեցող հատվածներ ունենք»,- ասել է համայնքի ղեկավարը։

Անդրադառնալով կառավարության պաշտոնական պատասխանին, թե սահմանազատումներն անվտանգային են, եւ չեն կարող մեկնաբանվել որպես սահմանազատման շուրջ վերջնական համաձայնություն, Փարսյանը նշել է, որ ինքն էլ հույս ունի, որ դրանք վերջնական չեն, բայց հույսը հաջորդ իշխանությունների վրա է։

«Կարծում եմ, որ սա վերջնական չէ։ Վերջնականը կլինի դելիմիտացիայի եւ դեմարկացիայի արդյունքում։ Որպեսզի երկու երկրների միջեւ լինեն այդ գործընթացները, պետք է լինեն դիվանագիտական հարաբերություններ, իսկ մեր երկրների միջեւ այդ հարաբերություները չկան ու կարծում եմ, դեռ երկար չեն լինելու։ Հույս ունեմ, որ այս ապիկար իշխանության փոփոխության արդյունքում կունենանք էլ ավելի լավ իշխանություն, որն ի վիճակի կլինի կոնկրետ մեր տարածաշրջանի համար որպես հեղինակություն ունեցող, բանակցող կողմ դրական լուծումներ արձանագրել»։

Փարսյանը չի բացառել, որ նոր որոշումներ կկայացվեն, որով Սյունիքին կրկին հարված կհասցնեն։

«Իրականում դա ինձ անհանգստացնում է։ Կարող է՝ ինչ-որ կերպ լինեն նոր համաձայնագրեր կամ նոր որոշումներ՝ հասարակությունից ծածուկ, որոնք կարող են մեզ համար վնասակար լինել»։

Փարսյանը հավելել է, որ կոնկրետ չի կարող ասել՝ ինչ որոշումներ կարող են կայացվել, խնդիրն այն է, որ պարզապես անտեղյակ են լինում որոշումներից՝ նախադեպը եղել է։

«Զիջեցինք մեզ համար անվտանգություն ապահովող գոտին, նաեւ այն նպաստավոր բարձունքները, որոնք զբաղեցրել էինք մինչեւ նոյեմբերի 9-ի համաձայնագրի կնքումը, բայց արդյունքում եղավ որոշում, որ մենք պետք է հետ նահանջենք։ Համոզված եմ, որ այդ որոշումը մինչեւ այդ արդեն իսկ վաղուց կայացված էր եւ մենք դրա մասին իմացանք վերջին պահին»,- եզրափակել է Փարսյանը
