Օրերս քննարկման մեծ ալիք է բարձրացել Ազգային ժողովի պատգամավոր, «Քաղաքացիական պայմանագիր» հանրային-քաղաքական միավորման խորհրդի անդամ Նիկոլ Փաշինյանի այն հայտարարության հետ կապված, որ վերջինս ԱԺ օրակարգ է մտցնելու Սերժ Սարգսյանին պաշտոնանկ անելու մասին որոշման նախագիծը: Թե իրականում ի՞նչ արձագանքի կարժանանա տվյալ նախագիծը, արդյո՞ք հանրապետականների եւ ընդդիմադիրների մի մասը կողմ քվեարկեն դրան, այս եւ քաղաքական այլ հարցերի շուրջ Orer.am-ը զրուցեց ԱԺ ՀՀԿ խմբակցության պատգամավոր Համլետ Հարությունյանի հետ:
-Ծիծաղելի բան եք ասում, անհնար է: Ընդհանրապես ոչ մի մաս եւ ոչ մի հոգի չեմ կարծում, որ կողմ կքվեարկի, կամ կստորագրի այդ փաստաթղթի տակ: Չեմ կարծում, որ այն հավանություն կգտնի անգամ ընդդիմության շարքերում:
-Սակայն, ինչպես տեսանք, օրեր առաջ Արդարադատության նախարարության կողմից ներկայացված օրենքի նախագծի ժամանակ քվորում չապահովվեց եւ ընդդիմությունն էլ գլուխ բարձրացրեց «խրամատում» գտնվող մարտիկների դեմ:
-Ազգային ժողովի աշխատանքներում, ինչպես եւ մնացած բոլոր տեղերում, հաճախ լինում են նման թյուրիմացություններ, եւ նմանատիպ բաներ աշխարհի բոլոր պառլամենտներում են լինում: Օրինակ՝ ես քվեարկել էի, բայց տեխնիկական պատճառով իմ ձայնը չի գրանցվել, դա ի՞նչ կապ ունի: Իհարկե, նախագահը ճիշտ է ասում, ամեն մեկն իրեն պետք է զգա կուսակցության զինվոր, կուսակցության անդամ եւ ենթարկվի կուսակցական կարգապահության:
Չեմ կարծում, որ կային մարդիկ, ովքեր բոյկոտեցին, բացի մի հոգուց, ով դեմ էր քվեարկել եւ նա բացատրեց, թե ինչու է դեմ քվեարկել: Բացառիկ դեպքեր լինում են, եւ դա խոսում է մեր կուսակցության դեմոկրտական օրենքի մասին, հաճախ կարող է դեմ կամ ձեռնպահ քվեարկեն, դրա մեջ ի՞նչ վատ բան կա: Երբ բոլորը միասին քվեարկում են, ասում եք դակողներ են, իսկ երբ մեկն ինչ-որ օրենքի հետ համաձայն չի՝ ձեռնպահ կամ դեմ է քվեարկում, արդեն սկսում եք ասել դաշտը լքում են, դավաճանում են եւ այլն:
-Իսկ բացառիկ դեպքերից ելնելով՝ կարելի՞ է ասել, որ այդ քայլով նրանք պարզապես «քաշում են» կուսակցությանն ու նրա ղեկավարությանը:
-Շատ մի մտածեք, այդպիսի բան գոյություն չունի: Մեր կուսակցությունը շատ կուռ է, միասնական եւ նախագահի համար շատ հուսալի հենարան:
-Իսկ հանրապետականների համար հուսադրող հանգամա՞նք է, որ որոշ պատգամավորներ ԱԺ ներկայանում են պարզապես կոճակ սեղմելու եւ քվորում ապահովվելու համար:
-Դուք չպետք է սահմանեք դեպուտատի իրավունքները, այո, նրանք կարող են գնալ իրենց կաբինետում նստեն եւ դահլիճում չլինել, ի՞նչ կա որ:
-Իսկ այդ ավանդույթը խորը արմատներ չի՞ գցել արդեն հանրապետականների մոտ:
-Ոչ, ընդհակառակը, այս նստաշրջանում ավելի կարգապահ ու էֆֆեկտիվ են աշխատում: Գիտեք ինչ, կարծես թե դուք քննիչ եք, ես էլ ձեզ պետք է պատասխաններ տամ, կա՝ ինչ որ կա: Այլ հարցեր տվեք, ես չեմ սիրում, որ լրագրողը հանդես է գալիս որպես քննիչ:
Ես մի նախադասությամբ ասացի եւ վերջակետ դրեցի, որ մեր դեպուտատական կորպուսը, եթե ոչ գերազանց, ապա լավ է աշխատում:
Իրոք որ, ՀՀԿ-ական պատգամավորները թերեւս ամենապարտաճանաչն ու կարգապահն են ԱԺ-ում: Ինչ խոսք, քվեարկության ժամանակ գրեթե միշտ բոլոր <<մեծամեծերը>> ապապհովում են իրենց ներկայությունը նիստերի դահլիճում, սակայն կոճակ սեղմելուց հետո վերջիններս, բացելով իրենց հրեշտակաթեւերը, կարծես թե չքանում են՝ թողնելով իրենցից բացառապես վառ հուշեր…Սոսե Չանդոյան
