Կառավարությունը մերժեց «Լուսավոր Հայաստան» խմբակցության պատգամավոր Արմեն Եղիազարյանի՝ դիմակ չկրելու տուգանքների համաներման առաջարկը, չնայած, որ տուգանքները կիրառվել են քաղաքացիների հիմնարար իրավունքների խախտումներով։ 

Հիշեցնենք, որ Նիկոլ Փաշինյանը, գալով իշխանության, խոստումներ էր շռայլում, որոնցից մի քանիսը վերաբերվում էին նրան, որ քաղաքացին նախկինի պես չի լինելու տուգանքի մատերիալ: Մի կողմ դնենք այն հանգամանքը, որ Նիկոլ Փաշինյանի կառավարությունը երեք տարվա մեջ 10-ից ավել հարկատեսակ է ավելացրել և բարձրացրել, սակայն առավել ուշագրավ է, որ տրված խոստումները չեն կատարվել նաև այն առումով, որ չեն ներվել օրինակ՝ գյուղատնտեսական վարկերը, մինչդեռ Փաշինյանը դա խոստանում էր; Այդպես էլ ականատես չեղանք հարկային արձակուրդին, չնայած այն հանգամանքին, որ նման խոսակցություններ հեղափոխության օրերին նույնպես գնում էին: Մինչև 2017 թվականի դեկտեմբերի 31-ը երթևեկության կանոնները խախտած վարորդների նկատմամբ համաներում իրականացվեց, սակայն վարորդների մի մեծ խումբ դուրս մնաց համաներվածների ցանկից, ինչը մեղմ ասած տարակուսելի էր:

 Այսքանից հետո պարզ է դառնում մի բան՝ բյուջում իսկապես կա գումարի խնդիր, հակառակ դեպքում՝ իմանալով Նիկոլ Փաշինյանի ձեռագիրը` դժվար չէ կռահել, որ դիմակների տուգանքները կներվեին առնվազն միայն փիառ քայլի նպատակով...
