Հայաստանում կրթությունն ու առողջապահությունը դարձնել անվճար և նպաստել ծնելիության մակարդակի աճի կտրուկ բարձրացմանը.
Անվճար կրթություն. Հայաստանում կրթությունն ամբողջությամբ՝ նախադպրոցականից մինչև բարձրագույն, պետք է լինի միայն ու միայն պետության հոգածության ներքո, այսինքն՝ բացառապես անվճար:
Հայաստանում բուհական համակարգն օպտիմալացնել, այսինքն՝ Հայաստանի տարածքում գործող բուհերի թիվը կրճատել՝ միավորելով իրար, և օպտիմալացված պետական բոլոր բուհերին ֆինանսավորել ամբողջությամբ՝ պետական բյուջեից (ծնողն այսուհետ էլ չպետք է վաճառի իր կամ իր պապական տունը, որպեսզի այդ գումարով իր երեխային կամ երեխաներին կրթի Հայաստանում: Պետությունը պետք է 100%-ով իր վրա վերցնի այդ ծախսերը):
Միաժամանակ, Կրթության և գիտության նախարարությունը պետք է մշակի հստակ կանոնակարգ՝ պետական բուհերի ուսանողների ընդունելության և ընթացիկ քննությունների վերաբերյալ:
Հայ սերնդին կրթելը պետք է լինի միա՛յն ազգային-պետական մակարդակով և անվճար ու վե՛րջ:
Անվճար առողջապահություն. Հայաստանի կառավարության համար իր քաղաքացու առողջությունը պետք է լինի գերարժեք:
Հայաստանում առողջապահությունը պարտադիր պետք է լինի պետության հոգածության ներքո, այսինքն՝ անվճար՝ Հայաստանում ներդնելով առողջապահության պետական ապահովագրություն:
Հայաստանում վերջին երեք տարիների ընթացքում փակված բոլոր ծննդատներն ու հիվանդանոցները վերաբացել:
Հայաստանի կառավարությունը Երևան քաղաքի և բոլոր մարզերի բուժհաստատությունների՝ պոլիկլինիկաների և հիվանդանոցների համար պարտադիր պետք է ապահովի ժամանակակից բժշկական սարքավորումներ և անընդհատ թարմացնի դրանք:
Ավելին, Հայաստանի Հանրապետության Առողջապահության, Տարածքային կառավարման և Կրթության ու գիտության նախարարությունները Հայաստանի բոլոր բնակավայրերում՝ այդ թվում նաև Երևան քաղաքի վարչական բոլոր շրջաններում, ազգաբնակչության համար, միասնական ուժերով, պետք է կառուցեն մարզական խաղահրապարակներ:
Ծնելիության մակարդակի աճ. Հայաստանի կառավարությունը պետք է ցուցաբերի աննախադեպ աջակցություն՝ Հայաստանում ծնելիության մակարդակի աճը կտրուկ բարձրացնելուն:
Հայաստանի Հանրապետության կառավարությունը Հայաստանում բնակվող իր յուրաքանչյուր քաղաքացու ընտանիքում ծնված 1-ին երեխային միանվագ պետք է հատկացնի 1,5 միլիոն դրամ, իսկ մինչև 16 տարեկանն՝ ամսական 50.000 դրամ: Նույն ընտանիքում ծնված 2-րդ երեխային միանվագ՝ 2 միլիոն դրամ, իսկ մինչև 16 տարեկանն՝ ամսական 50.000 դրամ: Նույն ընտանիքում ծնված 3-րդ և ավելի երեխային կամ երեխաներից յուրաքանչյուրին միանվագ՝ 3 միլիոն դրամ, իսկ մինչև 16 տարեկանը՝ յուրաքանչյուրին ամսական 50.000 դրամ:
