Հարավային Կովկասը հերթական անգամ վերածվել է աշխարհաքաղաքական ճակատամարտերի թատերաբեմի։ Դրան նպաստում են իրադարձությունները, որոնք զուգահեռ զարգանում են երեք հարթություններում։ Առաջին լոկալ, հարթությունը՝ Ղարաբաղյան երրորդ պատերազմն է և դրանից հետո ստեղծված իրավիճակը։ Երկրորդ՝ ընդլայնված տարածաշրջանային մակարդակ, որն իր մեջ ներառում է Արեւելյան Միջերկրածովյան տարածաշրջանից մինչեւ Մերձավոր արեւելք ընկած տարածքը՝ նրա դերակատարներով, շահերով եւ հակամարտություններով։ Եվ երրորդ, գլոբալ, հարթությունը՝ Ռուսաստան-ԱՄՆ (կամ Արևմուտք-Ռուսաստան) լարվածության աճն է։ Կրակի վրա յուղ են լցնում ԱՄՆ-ի և Իրանի, ԱՄՆ-ի և Թուրքիայի հարաբերությունների առանձնահատկությունները և դրանց զարգացումների վերաբերյալ սպասումները։ Այս մասին Սուրբ Աթոռում ՀՀ նախկին դեսպան Միքայել Մինասյանը գրում է Տելեգրամ ալիքում:

Նման իրավիճակներն իրենց մեջ պարունակում են ինչպես մարտահրավերներ, այնպես էլ հնարավորություններ ցանկացած երկրի համար՝ կախված դրա ծավալից, նշանակությունից և այլն։ Բայց այստեղ կա մի շատ կարևոր «բայց»: Որպեսզի ի հայտ գան դրանցից արդյունավետ օգտվելու որևէ հնարավորություն կամ շանս, պետք է գոյություն ունենան անհրաժեշտ պայմաններ՝ երկիրը պետք է լինի կանխատեսելի և հասկանալի գործընկեր, պետք է ունենա ազնիվ և վստահելի հարաբերություններ դաշնակիցների հետ, ունենա սկզբունքներ և արժեքներ։

Եվ, անշուշտ, երկրում պետք է լինի իշխանություն, որն ի վիճակի կլինի ապահովել վերոգրյալը, ունենալ իրական, այլ ոչ միայն ֆորմալ, լեգիտիմություն և ունենալ սուբյեկտայնություն, որպեսզի կարողանա կյանքի կոչել իր պետության առաջնահերթությունները։ Եվ, ի վերջո, այս իշխանությունը պետք է հարգված լինի թե դրսում, թե երկրի ներսում։ Վերը նշվածից ակնհայտ է դառնում, որ նիկոլական Հայաստանն ունի և կունենա զրո հնարավորություններ, զրո գործիքներ հնարավորությունների իրականացման համար և մարտահրավերների այնպիսի գունապնակ, որը կարող է կասկածի տակ դնել մեր երկրի գոյությունը որպես այդպիսին: Դա մեր այսօրվա ողբերգությունն է։

Իրադարձությունների նման պատկերի դեպքում նույնիսկ առաջին հայացքից դրական նորությունները խորը մտահոգության առիթ են հանդիսանում։ Դրա վառ օրինակն է Բայդենի վարչակազմի ազդանշանները Հայոց ցեղասպանության թեմայով 10 օր առաջ։ Եվ այստեղ առաջանում են մի շարք հարցեր։ Մեզ համար կարևո՞ր է արդյոք ԱՄՆ-ի կողմից Հայոց ցեղասպանության ճանաչումը։ Միանշանակ՝ այո։ Կա՞ արդյոք վստահություն, որ ԱՄՆ-ում գործընթացը գնում է այդ ճանապարհով։ Ոչ: Վարչակազմի ներկայացուցիչների կողմից հնչեցված ոչ այնքան որոշակի մեսիջներ կան։ Որո՞ նք են երևացող ու ստորջրյա այս գործընթացի նպատակները եւ ինչպիսի՞ն պետք է լինի մեր պատասխան քայլերը, եւ արդյո՞ք Հայաստանի իշխանությունները պատասխանել այն հարցին, թե ինչու հենց հիմա ԱՄՆ-ի ղեկավարը սկսել խոսել այս մասին: Պատասխանը նույնն է՝ միանշանակ ոչ։

Բայդենն աշխարհին խոստացել է «Ամերիկայի վերադարձը»։ ԱՄՆ-ին «հրավիրողների» պակաս չկա, այդ թվում՝ մեր տարածաշրջան։ Վտանգավոր են նրանք, ովքեր Ամերիկային հրավիրելով՝ հետապնդում են միայն անձնական նպատակներ։ Ավելի վտանգավոր են նրանք, ովքեր երկակի/եռակի խաղ են վարում, որոնք հրահրում են ուժի կենտրոնների բախումներ։ Պետք է՞ արդյոք այստեղ հատուկ նշել Նիկոլի անունը։
