Կառավարությունը հաստատեց 2020-ի բյուջեի կատարողականը. Պարտքը հասել է ՀՆԱ-ի 63,5 տոկոսի

Կառավարությունն իր այսօրվա՝ ապրիլի 22-ի նիստում հաստատեց ՀՀ 2020 թվականի պետական բյուջեի կատարման տարեկան հաշվետվությանը: Այն սահմանված կարգով կներկայացվի Ազգային ժողով:

Ըստ այդմ, 2020-ի բյուջեն եկամուտների գծով կազմել է 1,560,655,340.8 հազար դրամ, ծախսերի գծով` 1,894,647,093.4 հազար դրամ, բյուջեի դեֆիցիտը` 333,991,752.6 հազար դրամ:

Ֆինանսների նախարար Ատոմ Ջանջուղազյանը ներկայացրելով տարեկան հաշվետվությունը նկատեց, որ 2019-ին համաշխարհային տնտեսության 2,9 տոկոս աճի դեպքում Հայաստանում գրանցվեց 7,6 տոկոսի աճ, ինչը հնարավորություն տվեց վերանայել բյուջեի ծախսային միջոցները: Մասնավորապես, ԿԳՄՍՆ ոլորտում 2019-ին հատկացումներն աճեցին շուրջ 11 տոկոսով, առողջապահության ոլորտում՝22 տոկոսով, կապիտալ ծախսերը՝ 30 տոկոսով:

Նախարարը նշեց, որ կառավարության պարտք/ՀՆԱ հարաբերակցությունը 2019-ի վերջին կազմում էր 50 տոկոսից ցածր, ինչը թույլ տվեց 2020-ին նոր պարտք ներգրավելու ճանապարհով պահել հարկաբյուջետային քաղաքականության տրամաբանությունը ճգնաժամի ժամանակ: «Արդյունքում ունեցանք ավելի մեծ դեֆիցիտ, քան ծրագրավորված էր: Սկզբում ունեինք բյուջեի 2,3 տոկոսի չափով սպասվող դեֆիցիտի մեծություն, փաստացի ունեցանք մոտ ՀՆԱ-ի 5,5 տոկոսի դեֆիցիտ: Սա այն գինն է, որ մենք վճարել ենք, որ մեղմենք ազդեցությունը տնտեսական անկման: Պարտքի մակարդակը 2020-ի արդյունքներով կազմել է ՀՆԱ-ի 63,5 տոկոս: Այս պայմաններում պետք է 5 տարում այդ ցուցանիշը նվազեցնել մինչեւ 60 տոկոսի: Սա այն շեմն է, որը աշխարհում համարվում է ռիսկի տեսակետից կառավարելի»:

Ջանջուղազյանն ասաց, որ զարգացող երկրների համեմատությամբ Հայաստանում 2020 թվականի ճգնաժամային իրավիճակը թվերի մասով համադրելի է:
