Հայաստանի Հանրապետության նախագահ Արմեն Սարգսյանը նամակ է հղել Միավորված ազգերի կազմակերպության գլխավոր քարտուղար Անտոնիո Գուտերեշին:

Նամակում մասնավորապես ասվում է. «2020 թվականը բոլորիս համար դժվար ու մարտահրավերներով լի տարի էր: Սակայն, Հայաստանի համար այն շատ ավելի ծանր էր՝ սեպտեմբերի 27-ին Արցախի նկատմամբ Ադրբեջանի կողմից սանձազերծված և Թուրքիայի ակտիվ աջակցությամբ ու մասնակցությամբ իրականացվող պատերազմի պատճառով:

Չնայած COVID-19 համավարակի պայմաններում գլոբալ հրադադարի պահպանման Ձեր կոչին և Լեռնային Ղարաբաղի հակամարտության գոտում շարունակվող բռնությունը դատապարտող հայտարարությանը, չնայած միջազգային հանրության կողմից պատերազմն անհապաղ դադարեցնելու պարբերական կոչերին՝ Ադրբեջանի ռազմական-քաղաքական ղեկավարությունը լայնածավալ և միտումնավոր կերպով թիրախավորում էր քաղաքացիական բնակչությանն ու ենթակառուցվածքները՝ կոպտորեն ոտնահարելով մարդու իրավունքներն ու միջազգային մարդասիրական իրավունքի նորմերը: Այս ամենը հանգեցրեց հազարավոր երիտասարդ կյանքերի կորստի, հազարավորների հաշմանդամության, բնակչության տեղահանման ու հայկական պատմական ու մշակութային ժառանգության ավերման:

Պատերազմի ընթացքում և դրանից հետո հայ զինծառայողներ ու քաղաքացիական անձինք են գերեվարվել և ենթարկվում են խոշտանգումների ու արժանանում անմարդկային վերաբերմունքի Ադրբեջանի կողմից:

Համաձայն հրադադարի մասին 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության՝ Հայաստանի Հանրապետությունը Ադրբեջանին է փոխանցել բոլոր ռազմագերիներին: Այնուամենայնիվ, չափազանց կարևոր է, որ գերության մեջ գտնվող բոլոր ռազմագերիների և քաղաքացիական անձանց փոխանակումն իրականացվի «բոլորը բոլորի դիմաց» սկզբունքի կիրառմամբ, որն արհամարհվում է Ադրբեջանի կողմից:

Մարդու իրավունքների և միջազգային մարդասիրական իրավունքի կոպիտ խախտմամբ ներկայումս Ադրբեջանը շարունակում է մերժել ու խոչընդոտել պատանդառնված քաղաքացիական անձանց և ռազմագերիների վերադարձին:

Հայաստանը բոլոր գերիների շուտափույթ վերադարձի հարցում աջակցություն է ակնկալում միջազգային գործընկերներից:

Դիմում եմ Ձեզ և Միավորված ազգերի կազմակերպությանը՝ միջազգային մարդասիրական իրավունքին համապատասխան ձեռնարկել բոլոր անհրաժեշտ միջոցառումները` ռազմագերիների անհապաղ ազատ արձակումը և անվտանգ վերադարձն ապահովելու համար»:
