Վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը ուղերձ է հղել Հաղթանակի օրվա, Շուշիի ազատագրման և Արցախի Պաշտպանության բանակի ստեղծման օրվա կապակցությամբ:

«Հարգելի հայրենակիցներ,

Ավելի քան 500 հազար հայորդի Խորհրդային Միության և դաշնակից պետությունների բանակներում, դիմադրության շարժման շարքերում մասնակցել է այդ ավերիչ պատերազմին, 300 հազար հայորդիներ զոհվել են հանուն հաղթանակի, 107-ը արժանացել Խորհրդային Միության հերոսի բարձր կոչմանը։ Այս ամենը մեզ թույլ է տալիս պնդելու, որ հայ ժողովուրդը Խորհրդային Միության այլ ժողովուրդների հետ միասին որոշիչ դերակատարում է ունեցել հաղթանակի կերտման գործում։ Մենք մեր նշանակալից լուման ենք ներդրել Եվրոպան և մարդկային ողջ քաղաքակրթությունը ավերիչ պատերազմից փրկելու և ֆաշիզմի ճիրաններից ազատելու գործում։

Հայրենական Մեծ պատերազմի տարիներին կոփվել և աննախադեպ բարձունքների է հասել մեր զինվորականությունը՝ ռազմարվեստի գործում ձեռք բերելով բարձր պրոֆեսիոնալիզմ։ Պատերազմի և դրան հաջորդած տարիներին հազարավոր հայորդիներ դարձել են Խորհրդային բանակի սպա, իսկ շատերը հասել են ռազմական ծառայության ամենաբարձր գագաթների։ Մենք հպարտանում ենք նրանցով և միշտ կենդանի կպահենք նրանց հիշատակը։

Այդ զինվորականության կորիզն էր, որ հետագայում կազմեց Հայաստանի Հանրապետության Զինված Ուժերի և Արցախի Հանրապետության Պաշտպանության Բանակի ողնաշարը։ Այդ զինվորականությունն էր, որ կամավորների՝ մերօրյա հայդուկների հերոսական ոգու հետ միաձուլվելով ազատագրեցին Շուշին։ Այդ զինվորականությունն էր, որ հայ ժողովրդի աննկուն կամքի և վճռականության հետ միասին, վճռեցին Արցախի ազատության համար մղվող պայքարի ելքը։

Ցավալիորեն, այսօր Շուշին մեզ հետ չէ։ Մենք սգում ենք նրա գերությունը, բայցև գիտակցում, որ անկախ ճակատագրի վայրիվերումներից ու ներկա իրողություններից, մենք պարտավոր ենք նշել նրա ազատագրման օրը։ Այն մեր նորագույն պատմության փառահեղ էջերից է և կարևորագույն նշանակություն է ունեցել մեր ժողովրդի համար։ Ազատագրված Շուշին պատվար է հանդիսացել Արցախի անվտանգության ապահովման համար։ Դրանով հանդերձ այն փաստացի նախադրյալներ է ստեղծել Արցախի պետականաշինության համար և անշրջելի դարձրել արցախահայության ինքնորոշման իրավունքի համար մղվող պայքարը։

Հավերժ փառք նրանց։

Խորն է մեր ցավը, անամոքելի են մեր վերքերը: Սակայն գիտենք նաև, որ զուր չէր նրանց զոհաբերությունը, նրանք ընկան իրենց հայրենիքի պաշտպանության համար, նրանք զոհվեցին ազատության համար։ Մենք պարտավոր ենք անմար պահել նրանց հիշատակը ու պարտավոր ենք շարունակել նրանց գործը։ Դավաճանած կլինենք նրանց, եթե այսօր չլծվենք մեր հայրենիքի հզորացման  ու շենացման գործին։ Դավաճանած կլինենք նրանց հիշատակը, եթե չկառուցենք ամուր պետություն, որը կապահովի Արցախի վերածնունդը»:
