ՀՀ կառավարությունը թվով 12 տնտեսական միջոցառումներին հատկացրել է կրկնակի ավելի շատ գումար, քան նախատեսել է ի սկզբանե։ Այս մասին ասվում է «COVID-19 Հայաստան» Փաստահավաք խմբի կողմից նկարահանված Իշխանության ձախողված «պայքարը» ֆիլմում:

 «Նախատեսված էր հատկացնել 25 միլիարդ դրամ, սակայն 2020-ի դեկտեմբերի 25-ի դրությամբ արդեն հատկացվել էր 45 միլիարդ դրամ, և ևս 150 միլիարդ դրամ էլ փոխառու միջոցներ բանկերի կողմից, սակայն անարդյունավետ և ապաշնորհ կառավարման արդյունքում տրամադրված միջոցները որևէ էական հարց չլուծեցին՝ հանգեցնելով 7 տոկոս տնտեսական ակտիվության անկման»:

2020 թվականի հոկտեմբեր ամսին՝ 2019-ի հոկտեմբեր ամսի նկատմամբ Հայաստանում գրանցվել են անկումներ տնտեսական մի շարք ուղղություններով։

Նշվում է նաև, որ ՀՀ բյուջեի ծախսերը պլանավորված են եղել ոչ արդյունավետ կերպով՝ հաճախ ուղղելով այն ոլորտներին կամ այնպիսի բնույթի ծախսերի կատարմանը, որը նման իրավիճակում տնտեսագիտորեն՝ ոչ միայն արդյունքի ստեղծմանը չեն մասնակցում, անարտադրողական են, այլև զուրկ են որևէ բարոյական նկարագրից։
