«Փաստը» մշտապես անդրադառնում է բնապահպանական խնդիրներին՝ Սևանա լճի մակարդակի բարձրացմանը, լճի «ծաղկման» երևույթին, մաքրման աշխատանքներին, ՀԷԿ-երի գործունեությանը, շահագործվող և չշահագործվող հանքերին և դրանցում առկա խնդիրներին, լքված հանքերի պոչամբարների անվտանգության հարցին: Վերջին շրջանում խոսվում է Լոռու մարզում նոր հանքերի շահագործման հնարավորության մասին, այս թեման ևս մեր ուշադրության կենտրոնում է: Բազմաթիվ հրապարակումներ ունենք նաև Ամուլսարի հանքի հնարավոր շահագործման և վտանգների մասին: Օրերս գրավոր հարցմամբ դիմել էինք շրջակա միջավայրի նախարարությանը՝ առաջարկելով պատասխանել հասարակության շրջանում առկա երկու խնդրահարույց հարցի: Առաջինը վերաբերում էր ՀԷԿ-երին:

Նախարարությունից հետաքրքրվել էինք, թե 2019 թվականից մինչ օրս քանի՞ ընկերություն կամ անհատ է դիմել գերատեսչությանը ՀԷԿ կառուցելու առաջարկով: Քանի՞սն է մերժում ստացել, քանիսի՞ առաջարկն է ընդունվել: «Փաստին» նախարարությունից տեղեկացնում են, որ 2019 թվականից առ այսօր ՓՀԷԿ-ի (փոքր հիդրոէլեկտրակայանխմբ.) կառուցման համար շրջակա միջավայրի նախարարություն է դիմել 33 ընկերություն: «2019 թվականից առ այսօր շրջակա միջավայրի նախարարությունը մերժել է 33 ՓՀԷԿ-ի ջրօգտագործման թույլտվության (ՋԹ) ստացման հայտ և տրամադրել է 4 ՋԹ: Վերոնշյալ հայտատուների մեջ կան ընկերություններ, որոնք նշված ժամանակահատվածում միևնույն հայտով դիմել են մեկից ավելի անգամ»,-նշված է նախարարության պատասխանի մեջ (թվային տվ յալները ուղիղ մեջբերում են գրավոր պատասխանից): Այնուհետև շրջակա միջավայրի համար պատասխանատու գերատեսչությանն առաջարկել էինք անդրադառնալ մեկ այլ հարցի՝ պ ո չամբար ն ե րի վտանգավորության խնդրին:

Մասնավորապես՝ նշել էինք, որ լրատվամիջոցների տարբեր հրապարակումներ փաստում են, որ բնապահպանական, անվտանգային լրջագույն խնդիրներ կան՝ կապված հանքերի չգործող, փակված պոչամբարների ռեկուլտիվացիայի հետ, օրինակ՝ խնդրահարույց են Արծվանիկի և Թեղուտի պոչամբարները: Արդյո՞ք նախարարությունը վերջին երկու տարվա ընթացքում հետամուտ է եղել բնապահպանական և անվտանգային այս խնդրին լուծում տալու համար, և կոնկրետ ի՞նչ է արվել: Անդրադառնալով մեր այս հարցին՝ համապատասխան գերատեսչությունը տեղեկացնում է. «Շրջակա միջավայրի նախարարության աշխատակիցների կողմից իրականացվել է մետաղական օգտակար հանածոների արդյունահանման արդյունքում գոյացած ընդերքօգտագործման թափոնների լքված/տիրազուրկ արտադրական լցակույտերի, ընդերքօգտագործման թափոնների փակված օբյեկտների տարածքների գույքագրում, ինչի արդյունքում առանձնացվել են շրջակա միջավայրի վրա բացասական ազդեցությունների նվազեցման առաջնահերթ ծրագրերի իրականացում պահանջող ընդերքօգտագործման թափոնների փակված (այդ թվում` լքված) օբյեկտների տարածքները:

Ընտրվել է հինգ փակված պոչամբար, որտեղ առավել արտահայտված են շրջակա միջավայրի վրա բացասական ազդեցությունները: 2019 թվականին այս տեղամասերում կատարվել են ընդերքօգտագործման թափոնների նմուշառման և դրանց ծավալների գնահատման ընդհանրական աշխատանքներ: Ստեղծվել է տեղեկատվական բազա»,-ասված է պատասխանի մեջ: Բացի դա, ըստ նախարարության, ներկայացվել են ընդերքօգտագործման թափոնների լքված/ տիրազուրկ տեղամասերի և օբյեկտների ռեկուլտիվացիայի նախագծային փաթեթների մշակման 2019-2021 թթ., 20212023 թթ. միջնաժամկետ ծախսային ծրագրերի (ՄԺԾԾ) հայտեր, որոնք չեն ֆինանսավորվել, ներկայացվել է նաև 2022-2024 թթ ՄԺԾԾ հայտը: Անդրադառնալով պոչամբարների անվտանգության խնդրին և այդ ուղղությամբ կատարվող աշխատանքներին՝ շրջակա միջավայրի նախարարությունը տեղեկացնում է, որ պոչամբարների անվտանգությանն ուղղված գործընթացների իրականացման լիազորությունները վերապահված են արտակարգ իրավիճակների նախարարությանը:
