ՀՀ նախագահ Արմեն Սարգսյանը ուղերձ է հղել Սահմանադրության օրվա առթիվ:

Ուղերձում ասվում է.

«Սիրելի՛ հայրենակիցներ,

Այսօր Սահմանադրության օրն է:

Յուրաքանչյուր ժողովուրդ իր կյանքը, պետականությունը կառուցում է իր սեփական արժեհամակարգի հիման վրա: Հնուց ի վեր մեր ժողովուրդը դավանել է երկու հիմնական կարևոր արժեք՝ ազատությունը և արդարությունը: Դրանց վրա են խարսխված եղել տարբեր ժամանակներում ընդունված մեր բոլոր սահմանադրությունները:

Այդ արժեքներն ուղղակիորեն արտացոլված են գործող Սահմանադրության անփոփոխելի հոդվածներում.

«Հոդված 1. Հայաստանի Հանրապետությունն ինքնիշխան, ժողովրդավարական, սոցիալական, իրավական պետություն է...

Հոդված 2. Հայաստանի Հանրապետությունում իշխանությունը պատկանում է ժողովրդին...

Հոդված 3. Հայաստանի Հանրապետությունում մարդը բարձրագույն արժեք է...»:

Վերոնշյալ սկզբունք-կարգավորումներից բացի, Սահմանադրությունը ոչ թե ստատիկ, այլ՝ դինամիկ փաստաթուղթ է: Այն պետք է համապատասխանի օրվա մարտահրավերներին և ուղղված լինի վերոնշյալ անփոփոխելի դրույթներով ամրագրված սկզբունքների իրագործմանը:

Յուրաքանչյուրիս պարտքն է հարգել Սահմանադրությունը՝ անհրաժեշտության դեպքում բարելավելով և կատարելագործելով այն:

Մեր պետականության պատմության ընթացքում ընդունված յուրաքանչյուր սահմանադրություն նշանավորել է մի նոր էջ մեր պետության կյանքում:

Այսօր մենք ապրում ենք բարդ ժամանակներում: Ստանդարտ լուծումներին զուգահեռ՝ անհրաժեշտություն կա նաև ոչ ստանդարտ քայլեր ձեռնարկել՝ հաղթահարելու առկա բազմաշերտ և բազմաբաղադրիչ ճգնաժամը:

Այսօր կարիք ունենք նախապատրաստելու անհրաժեշտ հիմք մեր պետության կյանքում նոր էջ բացելու համար: Վերջին երեք տարիներն ավելի ակնհայտ դարձրեցին, որ գործող Սահմանադրության առանձին դրույթներ չեն նախատեսում լավագույն լուծումները մեր երկրի ու հասարակության առաջ ծառացած բոլոր մարտահրավերներին և ճգնաժամերին արագ, լիարժեք ու հավասարակշռված արձագանքելու համար:

Հետևաբար, գիտակցելով Սահմանադրության, որպես ամբողջական փաստաթղթի կենսական կարևորությունը յուրաքանչյուրիս և ողջ երկրի համար, անհրաժեշտություն կա կատարելագործել այն, դարձնել երկրի ապագային միտված, մեր պետական և ազգային շահերից բխող առաջնահերթություններին առավել համահունչ՝ միաժամանակ, անվերապահորեն հավատարիմ մնալով Սահմանադրության անփոփոխելի հոդվածներով ամրագրված սկզբունքներին:

Ի վերջո, Սահմանադրությունը պետք է ոչ միայն հռչակի այդ հիմնարար սկզբունքները, այլև ունենա դրանք պաշտպանելու և կյանքի կոչելու բավարար գործուն կառուցակարգեր:

Աշխատանքը մեր պետականության ամրապնդման ուղղությամբ պետք է լինի շարունակական: Իսկ այսօր առավել ևս պետք է լինենք միասնական, կարգապահ ու աշխատասեր, զինվենք դժվարությունները հաղթահարելու համառությամբ, Հայրենիքի հանդեպ սիրով ու լավատեսությամբ:

Պետք է անենք առավելագույնը պետականության պահպանման, մեր ազգային ինքնության վերաիմաստավորման, ազգային գաղափարախոսության սահմանման և հաջորդ սերունդներին արժանապատիվ ապագա ապահովելու համար:

Մայր Օրենքի հանդեպ հարգանքը, դրանով մեր իրավունքներին տեր լինելը և, միաժամանակ, մեր պարտականությունները կատարելն այդ գործընթացների անբաժանելի մասն են:
